| Who needs to be certified? |
|
Any person who services, installs, repairs, rebuilds, rekeys, repins or adjusts locks, hardware peripheral to locks, safes, vaults, safe deposit boxes or mechanical or electronic security systems, unless exempt.

| Who is exempt from certification? |
|
Exempt Individuals and Businesses include the following:
- Key duplication services at a fixed location
- Class A or B limited energy technicians working within the scope of their licenses
- Tow truck operators working for certified tow truck businesses
- Construction contractors if not advertising locksmith services
- Manufacturer of manufactured structures
- Property owner or owner’s employee working on owner’s property
- Property management company working on managed property
- Real estate property manager or employee working on managed rentals
- Landlord or landlord’s agent
- Manufacturer of locks
- Representative of lock manufacturer, wholesaler or retailer

The CCB uses the “test to 100%” to test competency and as an adult learning tool. Questions answered incorrectly during the initial test will be displayed at the completion of the 80 questions. You will have an opportunity to review those questions, use the hint to locate the correct material and answer again until you have answered all questions correctly.
The testing fee is $60.
Interruption of internet connectivity: If you experience connectivity problems, your test will resume with the questions that were left to answer.

The online application process is a 7-step process.
1. You must register for an online service account.
2. You must request Locksmith Certification as an online service.
3. Fill out the application.
4. Pay for the application and the test.
5. Take the test.
6. Complete the Criminal History Information.
7. Pay for the two-year certification.

| Providing criminal history information. |
|
The Locksmith Certification online application process requires an applicant to provide information regarding criminal history. Conviction of any of the following crimes in the past seven (7) years or being on post-prison supervision or parole may disqualify a candidate for certification as a locksmith:
- Murder
- Kidnapping
- Assault in the first degree
- Rape
- Sodomy
- Unlawful sexual penetration
- Arson in the first degree
- Robbery in the first or second degree
- Burglary in the first or second degree
- Theft in the first or second degree
- Theft by extortion
- Aggravated theft in the first degree
Disclosure of these specific crimes during the Criminal Background Information step will stop the certification process. You will be instructed to submit specific documentation relating to the crimes to the CCB for review. Any fees paid are not refundable.
The CCB takes seriously omissions or misrepresentations on any application for certifications or licensing. Failure to disclose the required information may result in a civil penalty up to $5,000 and revocation of your certification. By submitting the information you are certifying the information is true and complete.

| Oregon Law on Locksmith & Locksmithing |
|
HB 3127 was passed by the Legislature in 2009. It required the Construction Contractors Board (CCB) to set up a locksmith certification program by January 2010 and makes working as a locksmith without a proper Oregon certification illegal, effective July 1, 2010.

- OAR 812-030-0000 to 812-030-0300 and 812-005-0800
Important Dates:
April 1, 2010: Individuals may apply to CCB to become certified locksmiths.
July 1, 2010: Individuals offering to work or working as locksmiths must be certified by CCB.
July 1, 2010: Businesses offering to provide or providing locksmith services must:
- Hold a CCB contractor’s license (residential, commercial or both endorsements); and
- Have an owner or employee who is a certified locksmith.
