Summary:
HB 3127 prohibits a business from undertaking locksmith services unless the business is
licensed by the Construction Contractors Board (CCB) and has an owner or employee certified as a locksmith. The CCB will adopt rules establishing minimum standard of practice for locksmiths and businesses that provide locksmith services and for procedures for issuance, renewal and revocation of a locksmith certificate. The bill also requires the applicant for certification as a locksmith to pass a test demonstrating locksmith competency. The CCB can suspend or revoke a locksmith certificate.
HB 3127 (2009) was passed by the Legislature in 2009. It requires the Construction Contractors Board (CCB) to set up a locksmith certification program by January 2010 and makes working as a locksmith without a proper Oregon certification illegal, effective July 1, 2010.
The CCB, with industry input, established a Locksmith Advisory Board to help set up the Oregon Certified Locksmith Program.
The public is invited to attend future CCB Locksmith Advisory Committee (LSAC) meetings.
