Responsible Bidder Determination Form

All public entities that award public improvement contracts must complete a Responsible Bidder Determination Form. (ORS 279C.375.)  To enter a form or search on forms entered, click here​

Not qualified to hold public contracts

The Construction Contractors Board maintains a list of contractors and subcontractors that are not qualified to hold or participate in any public contract for a public improvement. This list may include any corporation, partnership or other business entity of which the contractor or subcontractor is an owner, shareholder or officer of the business or was an owner or officer of the business. 

The law requires the CCB to determine whether a contractor is qualified to hold or participate in a public contract for a public improvement when: 

  • Information is received from a public contracting agency or from any person who supplied labor or materials, and
  • Labor and materials was related to a public contract for a public improvement, and
  • The contractor has not made payment to persons who supplied labor or materials, and
  • The payment was not made within 60 days when the payment was received by the contractor, and
  • The payment was not subject of a good faith dispute as defined in ORS 279C.580.
