Certified Home Inspectors
A home inspector is an individual who, for a fee, inspects and provides a written report on the overall physical condition of a residential structure.  A home inspector inspects more than one structural component and provides a written report of his or her findings.  The following are structural components:

  • Exterior
  • Roofing
  • Plumbing
  • Electrical
  • Heating
  • Central air conditioning
  • Interiors
  • Insulation and ventilation
  • Built-in kitchen appliances, and site)
 
A certified home inspector holds an individual professional certification.

Certified Locksmiths
HB 3127 (2009) was passed by the Legislature in 2009.  It requires the Construction Contractors Board (CCB) to set up a locksmith certification program by January 2010 and makes working as a locksmith without a proper Oregon certification illegal, effective July 1, 2010.
 
The CCB is currently working with stakeholders and the Locksmith Advisory Committee to help set up the Oregon Certified Locksmith Program.

Licensed Certified Lead-based Paint (LBP) Activities
Contractors that offer lead abatement, lead-based paint inspection or risk assessment must obtain a Lead-Based Paint Activities license from the CCB.
 
To qualify for a Lead-Based Paint Activities license, contractors must have the following:
  • A lead abatement contractor must have at least one owner or employee who is a licensed lead supervisor.
  • A lead inspection contractor must have at least one owner or employee who is a licensed lead inspector or licensed lead risk assessor.

Lead-based Paint (LBP) Renovation Contractor
Contractors that perform renovation on target housing or child-occupied facilities are required to have a CCB Certified Lead-Based Paint Renovation (LBPR) Contractor's license.

Electricians and Electrical Contractors

Master Builder
The Certified Master Builder (CMB) program was created in 1997 as a pilot program in Marion County and the City of Salem. In 2001 the Legislature expanded the program statewide, allowing building officials around the state to grant certain privileges to Certified Master Builders with regard to plans review and inspections. A certified master builder may perform portions of plan reviews and/or certain inspections of basic, non-complex structures that are designed and constructed under the requirements of the Oregon One-and Two-Family Dwelling Code.
 
Builders who meet a strict set of standards involving background checks and demonstrated experience in home building and/or remodeling, are eligible to apply for the training program. Once accepted into the program, each applicant must complete a thirty-six (36) hour course in building codes and business management approved by the Building Codes Division. The course is taught once each week over a seven week period. Upon successful completion, an examination is administered by the division. If the applicant passes the examination, the division issues a master builder certificate to the builder, who may then use the Certified Master Builder designation.

EEAST Program
 
The Energy Efficiency and Sustainable Technology (EEAST) is a new program managed by Oregon's Department of Energy (ODOE) where utility companies loan funds to customers who will use the money for energy efficiency projects based upon an energy audit. Contractors that want to work on EEAST projects must be certified by the Construction Contractors Board (CCB).
