| Vision |
|
The National Career Readiness Certificate (CRC) in Oregon will provide documented, transportable, skills-based certificates to Oregon citizens that assist them in obtaining employment within Oregon and across the nation. Employers will recognize the CRC as a meaningful credential and will have confidence that certificate holders have the skills necessary to be successful in the workplace. The CRC will be easily accessible to young people and adults in one or more of the following institutions: WorkSource Oregon centers, community colleges, education service districts, high schools, or other access points.
Oregon’s National Career Readiness Certificate supports the strategic plan of the Governor and the Oregon Workforce Investment Board’s goal to prepare an agile, innovative workforce with the skills needed to succeed in the knowledge-based economy.

(40% of Oregon adults to have a bachelor’s degree or higher; 40 % to have at least an associate’s degree or other technical credential; and the remaining 20 % to have a high school diploma guaranteeing strong academic and work readiness skills.)

| Legislation |

House Bill 2398 was passed by the Oregon Legislature. The bill calls for the creation of the Career Readiness Certificate Program through the Office of Community Colleges and Workforce Development. The program will include an assessment process, targeted instruction and remedial skills training, and certification for Oregonians. The program may be offered through participating high schools, community colleges, education service districts, regional career centers, and other organizations deemed appropriate by the Department.
The bill calls for collaboration between CCWD, the Employment Department, and the State Workforce Investment Board to develop and implement a demand-driven, skills-based integrated workforce delivery system focused on skills and talent development.

| Funding |
|
The Career Readiness Certificate CRC) budget for the 2009-11 biennium, as approved by the legislature, is $3.35 million. Funding streams are a combination of American Recovery and Reinvestment Act (ARRA) and Workforce Investment Act (WIA) Title IB dollars. The CRC budget will support the Worldwide Interactive Network (WIN) and American College Testing (ACT) contracts, marketing, and other implementation activities. The budget also supports two full time positions dedicated to the CRC.
