Grant Programs
The Oregon Criminal Justice Commission (CJC) has administered a variety of grants since 2005. The CJC has administered 22 state funded Drug Court Grants since 2006. In 2009, the duties of the Commission were expanded when Governor Kulongoski appointed the CJC as the State Administering Agency (SAA) for the Edward Byrne Memorial Justice Assistance Grant.
 
The purpose of the Oregon Criminal Justice Commission is to improve the effectiveness and efficiency of state and local criminal justice systems by providing a centralized and impartial forum for statewide policy development and planning. Per ORS 137.656 (5) the Commission may apply for grants and award grants for the purpose of carrying out the duties of the Commission.

Grant Program Evaluations
The CJC places a high value on evaluating the programs it funds to guide public safety investment decisions. Program evaluation is closely tied to our efforts to "improve the effectiveness and efficiency of state and local criminal justice systems."

Grants Management Handbook and Appendices
As the State Administering Agency of the Edward Byrne Memorial Justice Assistance Grant, the CJC is responsible for maintaining compliance with Federal and State requirements. In an effort to help grant recipients negotiate the requirements, CJC Grant Program staff have prepared the Grants Management Handbook. CJC Grant Recipients may find many of the answers to their questions in the Handbook.

2011-2012 John R. Justice Student Loan Repayment Program
Deadline for Submission: Monday, April 30, 2012 by 5 pm
 
Oregon’s JR Justice Loan Repayment Program (JRJ) provides educational loan repayment benefits to prosecutors and public defenders in the state of Oregon using funding from the John R. Justice (JRJ) Program. The purpose of the program is to encourage qualified attorneys to choose careers as prosecutors and public defenders and to continue in that service. This new loan repayment program will be administered by the Criminal Justice Commission.
 
Note: The Oregon JRJ Program disbursed approximately $100,000 in benefits to 34 recipients in 2010-2011. Allocation of funds was equally distributed between prosecutors and public defenders.

For the 2011-2012 funding cycle, the Oregon JRJ Program has approximately $116,472 for benefits during the period of October 1, 2011-September 30, 2012. As in the first year, allocation of funds will be equally distributed between prosecutors and public defenders. There is a rebuttable presumption that a beneficiary who was awarded last year will be given priority consideration to receive funding during the second and third years of the Service Agreement, depending on their continued eligibility and availability of fund.
 
All eligible applicants must submit their application through CJC’s Oregon Online Grants System (OOGS); www.cjcgrants.com; the application will be available on OOGS.

Measure 57 Drug Court Evaluation Grant (ARRA)

This study is a collaboration between the Oregon Criminal Justice Commission (CJC), the Oregon Department of Corrections, probation and parole departments and drug courts in four Oregon counties covering both urban and rural areas, and researchers. Dr. J. Mark Eddy, who is a member of the CJC, will serve as a co-principal investigator on the project along with Dr. Paul Bellatty, Research Director of the DOC.
 
Men and women on probation and parole who have been convicted of certain property offenses will be eligible to participate in the study. The study will be conducted in three parts. The quantitative portion of the study, called the “Records Study”, will follow probationers (N = 600) through official records data. This portion of the study will be conducted by CJC and DOC staff. Participants will be randomly assigned to either Business As Usual (BAU) or to Drug Court (DC). No interviews will be conducted and participants will not be compensated.
 
The "Interview Study” part of the study will be conducted by an independent agency, selected through this Request for Grant Proposals (RFGP). The purpose of this part of the study will be to answer the research questions specified in this RFGP through participant and staff interviews, direct observation, and other methods deemed appropriate.

2011 RSAT Grant Program
Deadline for hard copy submission: Friday, September 23, 2011 by 5 pm.

Approximately $450,000.00 will be distributed and funding is expected to begin October 1, 2011.  This is a one-time solicitation, offering support for a maximum period of 24 months (depending on the number and scope of the proposals received).

The Residential Substance Abuse Treatment (RSAT) for State Prisoners Program (42 U.S.C. § 3796ff et seq.) assists states and local governments to develop and implement substance abuse treatment programs in state, local, and tribal correctional and detention facilities and to create and maintain community-based aftercare services for offenders.  The purpose of the RSAT Program is to develop and implement substance abuse treatment services in state and local correctional and detention facilities, and to create and maintain community-based aftercare services for offenders. RSAT enhances the capability of correctional and detention facilities to provide residential substance abuse treatment for incarcerated inmates; prepares offenders for their reintegration into the communities from which they came by incorporating reentry planning activities into treatment programs; assists offenders and their communities through the reentry process through the delivery of community substance abuse treatment and other broad-based aftercare services.

This application, award process, and subsequent progress and financial reporting will not be managed through our on-line grant management system (OOGS).

2011-2013 Byrne/JAG Offender Reentry Grant Program

2011-13 Byrne/JAG Offender Reentry Grant (revised 9-6-11) 
The Criminal Justice Commission (CJC) is issuing a cooperative solicitation through the Byrne/JAG Program to increase community-based services and resources to offenders transitioning from Oregon Department of Corrections (DOC) substance abuse and co-occurring residential treatment programs thereby increasing the likelihood of successful re-entry into the community.
 
CJC requests proposals from county community correction agencies that propose to enhance the community-based response to barriers to successful re-entry of adult offenders who have successfully completed residential substance abuse or co-occurring disorder treatment programs during incarceration at a DOC institution. Grant recipients must demonstrate strong collaborative efforts with prison-based and community-based partners.
