  • Welcome to the Capital Projects Advisory Board
    Executive Building, Salem, OR
CPAB provides public review of proposed capital projects of all state agencies (except the Oregon University System). CPAB advises the Director of the Department of Administrative Services (DAS), the Chief Financial Officer or designee on: long-range facility plans that agencies submit to DAS; the condition of facilities, maintenance schedules, and options for new facilities (this applies to existing and proposed facilities within the class called major construction or acquisition in the Governor's budget); agency plans to lease facilities of 10,000 square feet or larger for ten years or more; agency plans to build or buy a building of 10,000 or more square feet.

In evaluating a capital project or major lease, the Board considers: the agency's mission and long-range facilities plans; effective use of existing and proposed building space; if all reasonable alternatives have been explored by the agency; the condition of occupied and unoccupied building space; the agency's plan for asset protection, including operation, maintenance, and repair; the ability of the agency to reasonably maintain and operate all its facilities.
  • The DAS Website has Changed

images of the state of OregonThe DAS website recently transitioned to new software and was reorganized to align DAS' programs and services to a new business model known as Entrepreneurial Management. These changes result in new names for many parts of the agency. The document linked below is designed to help customers find programs and services using old familiar program names.

If you experience difficulty finding information or accessing documents on the DAS site, please click "Website Feedback" at the close of the page you're visiting and let us know how we can help you.

    Thank you for your patience!

  • A New Business Model for DAS - Entrepreneurial Management

images of the state of OregonOn July 1, 2012, DAS transitioned to a new business model known as Entrepreneurial Management, the heart of which is customer involvement.

Under the EM business model, DAS will make several organizational shifts, structuring the agency to resolve any confusion caused by its simultaneous roles: policy-making and service-delivery. Customer-led utility boards for each DAS service enterprise will reflect the voices of the agency's diverse customer base and include agencies of all sizes.
