The Management Development Series (MDS) has been a long-standing, skill-based
statewide program offering a variety of management/supervisor classroom courses to all Oregon state agencies, boards, commissions and local governments.  With the creation of the Chief Human Resources Office, plans are in place to re-deploy the management development programs as a component of the Statewide Workforce Development Strategic Plan. MDS will be comprised of 4 programs:
 
1.       Developmental is for aspiring managers
2.       Foundational is for new managers (up to 3 years as a manager)
3.       Mid-Level is for experienced managers
4.       New to State is for experienced managers but new to state government.
 
The first program to be re-deployed is the Foundational training program. 
 
 
MDS – Foundational Training Program
 
The Foundational program used to be 4 days of in-class training.  We re-designed the program to be approximately 10 weeks of learning using a blended methodology consisting of GovSpace, virtual classes, online classes and live classes.  Throughout the program, students complete online (self-paced) and in-class coursework within a cohort style environment. 
 
·        Five training modules
·       Online (self-paced) courses:  These introductory courses provides foundational  knowledge of key management skills.
·        In-class sessions:  Learning Facilitators conduct in-class sessions to reinforce foundational concepts and provide students the opportunity to demonstrate learned skills through highly engaging activities. 
 
Overview of the Modules
Module 1 – Leadership and Management
 This module introduces students to the manager’s role.  The following key concepts are explored:      
 
·         Oregon State Government
·         Misconceptions of the manager’s role
·         Demands and constraints of a manager’s role
·         How to succeed as a first time manager
·         Effective delegation skills
·         Your personal work style and ways to flex your style with your team 
 
Module 2 – Hiring
This module introduces students to the hiring process.  The following key concepts are explored:
 
·         How to Write Position Descriptions
·         Hiring the Best Employees
 
Module 3 – Employee Performance Management
This module introduces students to effective performance management for employees.  The following key concepts are explored:    
 
·         Planning for Performance
·         Monitoring and Improving Performance
·         Reviewing and Rewarding Performance
·         Managing in a Union Environment
 
Module 4 – Practical Supervisory Skills
This module introduces students to practical supervisory skills.  The following key concepts are explored:
 
·         Building Trust
·         Coaching
·         Team Building
·         Problem Solving
 
Module 5 – The Legal Context
This module introduces students to legal issues.  The following key concepts are explored:
 
·         Harassment Free and Professional Workplace
·         Domestic Violence, Sexual Assault and Stalking
·         Americans with Disabilities Act (ADA)
·         Ethics
·         FMLA/OFLA
 
Target Audience
 
·        Managers with up to 3 years in a management position
·        Current managers needing a refresher course in fundamental management skills
