Human Resources in a Union Environment
The Department of Administrative Services Labor Relations Unit (LRU)  represents the Governor on behalf of all executive branch agencies in collective bargaining with approximately ten (10) different labor unions. Currently LRU administers 36 Collective Bargaining Agreements (CBAs) covering approximately 28,000 employees.
Generally the agency Human Resource (HR) section and select agency management assist LRU with negotiations for their agency’s CBA. The agency also turns to their HR shop to interpret and apply the CBA in day-to-day operations. LRU provides services to agency HR in interpreting the CBA or any other matters relating to represented employees.
It important that HR and the agency maintain professional working relationships with union officials and stewards. LRU can assist an agency in forging these relationships.
