BASELINE97
BACKGROUND

The former BASELINE97 effort is in the process of being readdressed within the Framework Implementation Team (FIT) working group.

Baseline97 was a cooperative effort involving federal, state, local, and private entities in composing a 1:24,000 scale statewide digital base. The former State Service Center for Geographic Information Systems (SSCGIS) role was one of coordination, organization, standardization and distribution of the Baseline97 themes. The project supported the efforts by the Interagency Resource Information Coordinating Council  to develop a consistent set of framework data in the Pacific Northwest. Six main themes were planned: transportation (includes roads, trails, and railroads), hydrography (includes rivers, lakes, and streams), public land survey system (sections and corners), boundaries (ownership designations such as National Forest, BLM land, National Parks, State Parks, county and city boundaries), digital terrain/elevation models
and Digital Raster Graphics (DRGs) (scanned images of actual USGS 7.5 minute quad sheets). Baseline97 was a cooperative effort involving federal, state, local, and private entities in composing a 1:24,000 scale statewide digital base.
 
Phase One of the effort sought to complete the 1:24,000 statewide base by gathering all existing data that met USGS mapping standards, transferring the data into a common format, and distributing it.  
 
Phase Two planned to involve enhancement, attributing, edge matching, and updating. This second phase would be dependent on the continued commitment of all contributors. Its formulation and scheduling was expected to be discussed under the guise of Oregon´s involvement in the national Framework effort implemented by NSGIC (National States Geographic Information Council) and supported by the FGDC (Federal Geographic Data Committee).
