Joint Legislative Committee on Information Management & Technology
Describes the role of the Joint Legislative Committee on Information Management and Technology (JLCIMT) and circumstances when an appearance is required.
Authority - ORS 291.038
The JLCIMT is an Oregon Legislative Statutory Committee created to:
  1. Establish statewide goals and policy regarding information systems and technology, including telecommunications.
  2. Conduct studies of information management and technology efficiency and security.
  3. Review activities of the Information Technology Executive Council (ITEC).
  4. Make recommendations regarding established or proposed information resource management programs and information technology acquisitions.
There are occasions when an agency will be required to appear before the JLCIMT either to make a report or to request authority to proceed with a technology project.  Appearances are required:
  • Before asking for an expenditure limitation increase from the Emergency Board to fund projects that have a substantial requirement for information technology
  • Prior to initiating new information technology projects or major enhancements which materially affect service to the public or constituent agencies and organizations
  • Before starting major information technology projects which affect staffing, facilities and space, substantially alter information systems, or with a cost projected to exceed $500,000
  • To make a presentation or inform the committee on a subject involving information technology
  • Before applying for a federal grant to support an information system project
  • When the Committee requests an agency to appear
  • To satisfy budget notes
