Services Overview
To:                       All State Agencies and All ORCPP Members 
RE:       PA # 1483 for Microsoft Exchange Hosted Email Services through BAE Systems   
              (Note: The Price Agreement Number was changed from 0461 in July, 2011)
This Price Agreement is for Microsoft Exchange Hosted Email Services.  Email Services are provided through a SAS 70 Type II Audited solution in either a shared or dedicated Oregon hosted Microsoft Exchange 2010 environment.
Hosted email services and enhanced services are provided in a variety of tiers to meet Authorized Purchaser needs (see Exhibit B for service descriptions and pricing) 
Platinum Tier – Full Outlook Client (Premium & Standard):

  • User Profile - utilize all day long, needs full collaboration and require mobility integration
  • Provides the full functionality of Microsoft Outlook/Microsoft Entourage with Microsoft Exchange server
  • Access methods include MAPI, RPC over HTTP, OWA/Web Client, POP/Forwarding and IMAP
  • Support for two-way wireless/mobile device synchronization with BlackBerry, Good Mobile Messaging and ActiveSync  (see Exhibit B for further description and pricing, if applicable)
  • Enhanced calendaring and collaboration (Outlook Client)
  • Global address list and Public Folder access
Silver Tier (Basic - POP / IMAP / OWA with Limited Group Collaboration):
 (See Exhibit B for Service Descriptions and Pricing) 
  • User Profile: Heavy or moderate use of email, needs collaboration and either doesn’t require mobility integration or requires the ActiveSync only option
  • Provides the full functionality of Outlook Web Access (OWA/Web Client) and also includes POP and IMAP access
  • Support for two-way wireless synchronization with ActiveSync
  • Group Calendaring via OWA
  • Public Folders access via OWA
  • Ideal for users within organization that need group calendaring functionality via OWA without the need to install or support an Outlook/Entourage email client (users can still opt to use email client via POP/IMAP)
All Service Tiers include:
  • 100% Uptime Service Level Agreement (SLA) Guarantee
  • All necessary software, Client Access Licenses (CALs), other required software licenses
  • Free upgrade to all future versions of Exchange and associated software (e.g. virus, anti-spam, etc.).
  • 24x7x365 Admin Support
    • Tier 2 and 3 MS Exchange Admin Support
  • Ability for Authorized Purchaser to manage within the mailbox size of all users in aggregate (e.g. User 1 – 600 MB, User 2 – 300 MB, User 3 – 1 GB provides Authorized Purchaser the ability to manage within a total of 1.9 GB of available “shared” mailbox storage)
  • Calendar & Address book
  • Public folders (Note: The Dedicated Oregon Environment does not provide support for Public Folders - SharePoint has replaced this functionality)
  • Enhanced Virus protection (In /outbound and Message Store Scan)
  • Enhanced Spam protection
  • Opportunistic Transport Layer Security (TLS)
  • On-Demand Business Continuity Service  (email functionality through Outlook Web Access)
  • Dedicated Technical Account Manager (TAM) 
  • 50 MB Attachment Maximum with base email service offerings
  • Auto Log-on Tool (SSO)
  • Web based admin tool / AD sync options
  • Full nightly back ups
  • Full suite of reports
  • All services delivered from Tier IV data center
Enhanced Services (See Exhibit B for Service Descriptions and Pricing) 
  • As requested by Authorized Purchaser - Directory Synchronization with state Global Address Directory (Fee charged on per agency basis for the first five (5) authorized purchaser agreements that are executed.  Thereafter fees will be waived for all authorized purchasers – including initial five authorized purchasers)
  • Ability to add additional storage as needed
  • Email Migration Services (fees will be waived after certain user count targets are reached)
  • Multiple Wireless/Mobile Options (e.g. Blackberry Enterprise Server – fee charged on a per user basis, Microsoft Active Sync – no charge, etc.)
  • Full Replicated DR/BC Service (full Outlook Client)

State Price Agreement #1483

Security Topics
A number of documented security practices, controls, and protocols are part of the USA.NET solution including:
1) Annual SAS 70 Type II Audit - results are provided to the Department of Administrative Services annually. (This is report is available upon request)

2) Contractual obligations of USA.NET under the statewide master price agreement including:
a. Provide “…a formal written information security  program that provides safeguards to protect Personal  Information from loss, theft, and disclosure to  unauthorized persons, as required by the Oregon Consumer  Identity Theft Protection Act, ORS 646A.600-646A.628.”
 b. Will “…comply with Authorized Purchaser’s (State of Oregon) security policies and procedures.”
3) An excerpt from the most recent SAS 70 Report identified a number of "Complementary Controls at User Organizations". Organizations should review this document to ensure that the security controls being used within the organization complement the USA.NET controls, and that each of the items listed is put into practice.
