Pilot Program for Agency Specific Purchase Request (PR) Submissions through ORPIN
 
The documents referenced below are currently being used solely for the purpose of the pilot for an Agency specific complete RFP purchase request. These tools may be used for other responsibilities but DAS PS has not approved these documents for any other used than previously stated. 

Introduction: The DAS Office of Transformation and PS conducted a purchase request (PR) LEAN mapping process that determined the average processing time for a PR received from agencies by PS and prepared for advertisement is 79 days.  The mapping process identified key areas that would significantly impact the PR processing time.  This process / pilot created and introduced the Consultative Model, documents fit for use, checklists and library of Evaluation Criteria.
 
 
   
Consultative Model provides assistance to agency throughout the procurement process including development of procurement documents, strategizing, and offering expertise in procurement options and best practices.  The Consultative model includes the development and deployment of Resource Help Desk for general questions and needs, identifies Roles and Responsibilities of major contributors for mutual understanding.

Processing Purchase Request more efficiently and effectively with the aid of templates, checklists, evaluation criteria material, and guidelines on developing a useful Scope of Work are the areas focused on to help reduce the processing time from 79 days to 45 days along with using the consultative model.

   Check List
Drafting a good Scope of Work is the most critical part of the entire contracting process. The Scope of Work will be used both when selecting a service provider and when finalizing the contract with the service provider. DAS PS created a “Fit for Use Standards” document that outlines the necessary elements and the differences between Scope of Work and Statement of Work and definition of “Fit for Use” means within this context.

Evaluation Criteria Library provides samples of Evaluation Criteria material necessary during the evaluation phase of the procurement. This is a very important step as it ensures that the Supplier selected on the basis of pre-set criteria and that a single person or group does not influence the decision. 
The criteria could include the following:

a. Technical capability,
b. Quality of work,
c. Previous experience in similar projects, etc
