I. The Department of Administrative Services Public Contracting Rules
 
The Department of Administrative Services (DAS) Procurement Policy Office developed OAR 125-246 through 249, DAS Public Contracting Rules, for state agencies subject to DAS authority (Agencies).  The Model Rules do not apply to DAS or these Agencies.

II. Public Contracting Code
 
ORS279ABC, the Public Contracting Code (Code), provides methods of source selection and  guidance to both providers and public agencies, geared to today’s market realities and beneficial innovations.

279C, applying to architectural, engineering, land surveying services and related 
           services; and public improvements
279.835 - 855, applying to Qualified Rehabilitation Facilities (QRF Statutes)

III. The Attorney General's Model Public Contract Rules
 
The Department of Justice (DOJ) developed Model Public Contract Rules to implement the Code for public agencies excluding Agencies described above.  These Model Rules were initially filed in September, 2004, and have been modified thereafter.
