Mission & Purpose

The mission of the Department of Administrative Services is to serve state government to benefit the people of Oregon. 

-          Service means implementing the decisions of the Governor and policy makers

-          Service means taking the lead on behalf of state government

-          Service means partnering with our customers to achieve desired outcomes

-          Services means delivering the best value for every dollar spent by state government

In an effort to introduce you to our staff, we will be featuring at least one employee a month.
This month on Featured Employee we are excited to spotlight…
John Anglemier
…the newest addition to the “Information Technology” business center.
Previously John was with the business center “Business Services.”
We want to take a moment to congratulate John on his new position with IT services and give you the opportunity to get to know him.
John has been in the field of Procurement for over fourteen years, the last two has been at DAS Procurement Services. Previously, his experience has been in private industry spending most of his procurement career at Hewlett Packard. What John loves about procurement and particularly governmental procurement is the variety of the projects. “You never know what will hit your desk” said John “it is a constant learning opportunity.” John has also worked in the contract food management field and banking. All his experience has greatly contributed to his expertise as a procurement analyst.
John enjoys fishing, playing basketball and watching his kids play sports. He enjoys other activities such as camping and hiking. When asked about his greatest accomplishments he answered with a wry grin “Shouldn’t I say having kids” and chuckled. John’s kids know they are number one with Dad, because his greatest accomplishment so far was balancing his family life as he pursued his Master’s Degree while working full time. Certainly not an easy task.  As John looks to the future and his long term goals he is considering the opportunities available within the State of Oregon.
The Procurement Services (PS) and Procurement Policy Office partner with state and local agencies to create a thriving marketplace that is fair, open and flexible.
With that in mind, each of the PS and Policy Programs and Business Centers are comprised of experienced staff that are dedicated to providing knowledgeable and professional services that help guide Oregon's procurement methods and practices into the future.
The ORCPP program is a fee-for-service program that allows local government and other qualified organizations access to a wide variety of state contracts to purchase goods and services.

The ORPIN program is the primary online resource to help connect suppliers of goods and services with contracting opportunities posted by Oregon agencies and local governments. To access information about using ORPIN, please click here.

The QRF program promotes employment opportunities through public contracts for people with disabilities. State and local government agencies are required to purchase products and services from QRF's as identified on the procurement list.

Both Procurement Services (PS) and Policy interprets and applies Oregon Public Procurement Statutes, Rules and Policy for state agencies that are under the procurement authority of DAS.

Special Requests

On rare occasions, the Procurement Policy office approves Special Requests from agencies submitted through ORPIN regarding procurement processes and authorities.
