Mission & Purpose

The mission of the Department of Administrative Services is to serve state government to benefit the people of Oregon. 

-          Service means implementing the decisions of the Governor and policy makers

-          Service means taking the lead on behalf of state government

-          Service means partnering with our customers to achieve desired outcomes

-          Services means delivering the best value for every dollar spent by state government

In an effort to introduce you to our staff, we will be featuring a Procurement Services staff member.

This month on Featured Employee we are excited to spotlight…
Karen Quinton
…the newest addition to the “Procurement Resource” team, as an Operation Policy Analyst, joining Kari Frey.
Previously, Karen was the Procurement & Contract Assistant for the IT and Workplace Supplies and Equipment Business Teams.
We want to congratulate Karen on her new position as Procurement Resource Specialist and give all of you the opportunity to get to know her just a little better.
Karen has been working in procurement for over 8 years.  She previously held positions with the Queensland Dairy Authority in Queensland, Australia as their Finance Manager and with Woolworths, Australia’s largest retail chain as a Store Manager. During Karen's employment with Woolworths, she was named as one of the top  “Up and Coming” in her industry in 2008. Karen stated that it was an incredible honor to be recognized not only for the work in her industry, but also for all her dedication. Now that she is in Procurement Services with the State of Oregon, Karen would like to move forward in the procurement field and take advantage of all that the State has to offer in furthering her career.
In Karen's off time, her top 5 favorite things are family, those Oregon Ducks (All the Way!), amateur photography, scrapbooking; which go hand in hand and anywhere tropical. A nice white sandy beach sounds perfect right about this time of year!  She is a real “Hands up” person, “I’ll give anything a try” she said “and the State of Oregon is filled with opportunities.” When asked “what do you love about Procurement Services?” she said “The People!” the people here have enriched her experience and helped in her growth. The team environment, steady consistent mentorship and the value of positive outlook of people in this division of DAS has provided her a warm, inviting home where she hopes to stay for a very long time.
The Procurement Services (PS) and Procurement Policy Office partner with state and local agencies to create a thriving marketplace that is fair, open and flexible.
With that in mind, each of the PS and Policy Programs and Business Centers are comprised of experienced staff that are dedicated to providing knowledgeable and professional services that help guide Oregon's procurement methods and practices into the future.
Oregon Cooperative Procurement Program (ORCPP)
The ORCPP program is a fee-for-service program that allows local government and other qualified organizations access to a wide variety of state contracts to purchase goods and services.

The ORPIN program is the primary online resource to help connect suppliers of goods and services with contracting opportunities posted by Oregon agencies and local governments. To access information about using ORPIN, please click here.

The QRF program promotes employment opportunities through public contracts for people with disabilities. State and local government agencies are required to purchase products and services from QRF's as identified on the procurement list.

Both Procurement Services (PS) and Policy interprets and applies Oregon Public Procurement Statutes, Rules and Policy for state agencies that are under the procurement authority of DAS.

Special Requests

On rare occasions, the Procurement Policy office approves Special Requests from agencies submitted through ORPIN regarding procurement processes and authorities.
