Welcome to DirectLink online! This E-government newsletter is designed to link state agencies with news, information and resources relating to the E-government Program and Web content migration.
 
As a team E-government is dedicated to providing Oregon citizens with a satisfying experience with state government. We are acutely aware that our position within state government allows us to influence that experience. To that end, we are dedicated to continuous improvement and sustained, superior performance by providing agencies with appropriate systems and tools.

2005 Highlights

2005 was a watershed year for the E-government program. New leadership was implemented at both EDS and EISPD, a new outsourcing contract with EDS was signed, Web content and e-commerce servers and applications were migrated and upgraded, people were transitioned, and many best practice project management procedures have been put in place, including configuration management, change management and improved help desk procedures.
 
 

E-commerce
 
As we move into 2006, we are starting off with a flurry of activity including the implementation and upgrade of the e-commerce system, the design and implementation of a reusable interface for e-commerce, and the addition of several stores to SecurePay. The reusable interface for e-commerce will allow agency store-front applications to easily connect to the SecurePay check-out process. The newest agency stores include Health Licensing, Real Estate, and Teachers Standards and Practices.
 
In addition to product implementations, we continue to focus on maturing our processes and procedures. For the first part of 2006, E-government and the State Controller's Division are working on a government-wide change management process for e-commerce. We also want to improve our help desk technology so that the status of help desk tickets and change requests are readily available to our user community.
 
The chart below outlines an 11 month history of e-commerce transactions. For year 2006, the number of transactions totals more than 30,000 with a total dollar volume of approximately $3 million. This is approximately 50 percent more than the same period last year.

Oregon.gov continues strong
 
Oregon.gov use continues strong in 2006 with over 13 million page views in each of the months January and February. The number of Oregon.gov visitors averages approximately 7.5 million each month. By March 2006 the total number of Oregon.gov Web and GovNet intranet pages and documents reached approximately 135,000. This is up from approximately 80,000 in April 2005.

Internally, the E-government team continues to tackle a steady stream of change requests generated through the state E-governance Board. In addition, we are working closely with the Dept. of Human Services (owners of a significant portion of Oregon.gov content) on content management functionality. The result of these efforts will be a benefit to the enterprise as all agencies can take advantage of system improvements.
 

E-forms update
 
In addition to content and e-commerce management, E-government is working with agencies to provide a low-cost and efficient means to obtain electronic forms for both administrative and business use. This offering is made possible through the close teamwork of the E-government Program, EDS, and Adobe Systems. The offering is extremely competitive and flexible and will allow agencies to provide citizens with even better access to government. It is both affordable and manageable for agencies with sophisticated IT staff and systems, and also workable for smaller agencies that do not have IT resources available.
