Process used: Query for areas within a fire agency (structural) and within ¼ mile of roads and assign a rating of " 1 " ; Query for areas within a fire district > ¼ from a road and assign a value of " 2 " ; Query for areas within ODF district and federal ownership and assign a value of " 2 " ; Query for areas outside protection boundaries and federal ownership and assign a " 3 " ; Merge theme to get protection; convert to grid.
