Intel’s Approach to Project Prioritization and Selection
In September 2007, EISPD ITIP invited representatives from Intel to present information on their Business Value Indexing Methodology to a multi-agency audience. The session was held from 3:15 to 5:00 on September 26, 2007 in the Employment Auditorium
IT portfolio management is a topic DAS and Oregon state agencies have been discussing for quite some time. IT portfolio management is a systematic and integrated approach used for the continuous identification, selection, control, life-cycle management, and evaluation of IT investments over time. Intel employs a related methodology - Business Value Index (BVI) - to help them prioritize their IT investments through a common language and framework for assessing potential business value, impact on IT efficiency, and financial attractiveness.
The BVI session, led by Robert Deutsche, the Principal Architect for Intel’s Enterprise Architecture Practice, Worldwide was designed to help agency business and IT professionals learn more about Intel’s approach and what lessons Oregon might be able to apply to the portfolio management of IT investments in state government.

IT Human Capital Management and Workforce Planning
In October 2007, EISPD ITIP invited representatives from Gartner, Inc. – a worldwide IT Research and Advisor Firm – and the DAS Human Resource Services Division (HRSD) to present information of IT Human Capital Management and Workforce Planning to a multi-agency audience. The session was held on October 22, 2007 from 1:00-3:00 in the Veteran’s Auditorium.
A sustained pool of talented professionals is essential to planning, implementing, and operating statewide IT projects, enterprise-level initiatives, and programs. Attracting and retaining talented professionals presents ongoing challenges for both industry and government. Adding to this challenge is the fast-approaching retirement of the baby boom generation. This translates into the potential loss of critical skills, knowledge and leadership.
The session, led by Bill Link – Gartner, Inc. – and Jennifer Lara – DAS HRSD Training, Development and Recruitment Services Manager – was designed to help agency business and IT professionals understand how Oregon’s trends compares to others and to become more aware of the best practice approaches in recruitment and retention being employed across the nation.

| Enterprise Resource Planning |

Enterprise Resource Planning (ERP) Training and Awareness
In September 2007, DAS EISPD executed a contract with the Government Finance Officers Association for Enterprise Resource Planning (ERP) Training and Awareness Services on behalf of the Joint ODOT/DAS Integrated Systems Project.
This project is a joint effort between DAS and ODOT to explore the use of common and integrated enterprise resource planning (ERP) modules. ODOT has a need to implement an integrated financial management, procurement, and human resource information system. DAS has a need for that system to, at minimum, interface with existing enterprise administrative information systems managed by DAS. Further, DAS Human Resource Services Division has a need to explore the replacement of its existing human resource information systems. The two agencies have agreed to partner in this effort to the greatest extent possible as outlined in an interagency agreement signed by the director’s of both agencies in November 2006.
The contractor will provide training and awareness services in a series of two to three day sessions to be held during the 2007-2009 biennium. The first training session for DAS and ODOT project participants is scheduled to be held in the month of January or February 2008 (details regarding the training are now being finalized with the contractor)

| Geographic Information Systems |

EnterpriseGeographic Information Systems (GIS) Software Standard
On behalf of the State Chief Information Officer (CIO) and the EISPD Geospatial Enterprise Office, EISPD IT Investment and Planning is in process of establishing an enterprise software standard for Geographic Information Systems (GIS) software across state government. EISPD received state CIO Council endorsement to proceed with the standards setting process via rulemaking at their July 24, 2007 meeting.
There are both economic and technological justifications for this effort, but the prime business driver for the work is to facilitate the interoperable functionality of this powerful software among and between state agencies. This standard is the first information technology standard to be established through administrative rule making by DAS-EISPD, as required under ORS 291.038.
Status: On September 27, 2007, EISPD ITIP held an administrative rule hearing to accept public comment on the standard. EISPD is currently evaluating those comments and determining next steps related to rule adoption and any procurement-related activity that may either precede or follow that action.

| Quality Assurance Oversight |

Procurement Documents and Reporting Templates for Quality Assurance on Major IT Projects
In accordance with statewide policy, state agencies with major IT projects are required to obtain the quality assurance oversight services of third party independent contractors. When these professional services are required a competitive process that adheres to applicable state procurement rules is used.
In August 2007, DAS EISPD IT Investment and Planning Section staff – Nick Betsacon and Ying Ki Kwong - completed work on a comprehensive set of documents including a sample quality assurance statement of work, appendices, and a variety of reporting templates. The documents were developed to accelerate the QA procurement process and to ensure that consistent quality management and risk assessment processes and standards are applied to the oversight of each major IT project.
This work was completed in partnership and collaboration with multiple state agencies. Special thanks goes to agency staff working for the Oregon Department of Human Services (Office of Information Systems - Strategic Systems Initiatives), the Oregon Department of Transportation (Information Systems - Transportation Application Development) and assigned counsel from the Oregon Department of Justice (Business Transactions Unit).
EISPD IT Investment and Planning (ITIP) is now working with State Data Center staff to develop a set of quality standards that appropriately address infrastructure-related projects like the consolidation efforts the SDC plans to pursue in the coming years. Once that work is complete, EISPD ITIP will work with the State Procurement Office to establish a statewide price agreement for quality assurance (QA) services. That effort is targeted for completion in the first quarter or early second quarter of 2008 and will complement the QA services state agencies are currently able to acquire off of the IT Managed Service Provider Contract for small to mid-sized projects.
