Introduction
  ETS has moved to a business-within-a-business model to give customer control over the services they receive from us and to offer transparency in what those services costs. We plan to earn the position of “provider of choice” through performance by becoming the best value choice for our services.  
 
Rate-setting Process
   
We have adopted a methodology to begin in the 2013-15 biennium that establishes rates based on direct costs with an allocation for indirect costs. This methodology creates rates that reflect the true cost of each service.
