When we change from driving alone to other travel modes, we still create SOME carbon emissions as we get into carpools, use transit, etc. It's less carbon, but not zero carbon, unless you bike or walk.
The GCC's original calculations overlooked that fact. Essentially, we were over-counting our reductions as people's commitments to change their commuting were rolling in. We saw the error, re-calculated, and updated the map to reflect 37% of goal instead of 65%.
We acknowledge and appreciate the 2,300-plus Capitol Mall employees who have been doing low-carbon commuting since long before the Governor's Commuter Challenge. To clear up any confusion, the June competition counted both 'old' and 'new' low-carbon commuters, since both are crucial. The July competition counted just the people newly replacing their drive-alone trips, since it is only changes in commuting that can reduce carbon emissions from where they had been.
At the Challenge's wrap-up, the Governor will be commending both the agencies showing high emission reductions and the agencies whose commuting profile had been low-carbon "all along."

The 2008 Governor’s Commuter Challenge is a pilot program for the 8,500 state employees who work in the Capitol Mall area. The Governor's goal for this Challenge is to reduce carbon by 500,000 pounds. Responding to rising gas prices and global warming, the Challenge encourages carpooling, biking, walking, vanpooling and using public transit for summer commuting.
As of August 15, 513 Capitol Mall employees have publicly committed to "replacing" at least one drive-alone commute per week for an overall carbon emission reduction of 37% of the Governor's Commuter Challenge goal of 500,000 pounds of carbon. Hundreds of additional employees have committed to "continue" commuting this summer with carpool/bus/bike/walk.

The Challenge will run through Labor Day. The Governor will release the program results in mid-September. Agencies that meet the Governor’s goal of “emissions saved” will be recognized.
