State of Oregon Hiring Freeze

On December 13, 2011, Governor Kitzhaber and the Legislature imposed a formal hiring freeze on all positions. The hiring freeze will continue until the end of the 2012 Legislative session; however, it may be extended due to budgetary shortfall. State hiring is restricted to those positions essential to state government and/or affects the health, welfare, and safety of the public. All vacancies an agency wishes to fill must receive approval from the Hiring Exception Committee.

Hiring Exception Committee Information

The Hiring Exception Committee includes the following state leaders*:

  • Kim Brockamp, Assistant Director of Human Resources for the Department of Corrections
  • Randy Everitt,  Director of the Oregon Health Licensing Agency
  • Matthew Garrett, Director of the Oregon Department of Transportation
  • Barry Pack, Deputy Secretary of State
  • Mary Williams, Deputy Attorney General for the Department of Justice

* Members of the committee will recuse themselves from any request received from their own agency. Decisions will be made by consensus of the members.

 

Exception Request Timeline

  • The Hiring Exception Committee expects to meet every Tuesday with additional meetings scheduled if necessary.
  • Exceptions must be received by 3 pm every Thursday for review at the next committee meeting.
  • It is anticipated that once exceptions are reviewed by the committee, the requestor will be notified with an Approved, Denied or Pending response within 24 hours of the meeting.

  Advice from the Hiring Exception Committee

  • 12/20/11
    • Please make sure forms include all necessary information and attachments. Any incomplete exception forms will be returned. 
    • If at all possible, we recommend agencies internally track all vacant positions (whether held vacant; requested to be filled internally but not approved by the agency to be filled; and those submitted to the Hiring Exception committee).
  • 1/13/2012
    • If you are requesting a temp, lead work, work-out-of-class, limited duration or other extension, please include the expected duration of the extension.
    • If seasonal demands impact your request, please explain how and what the impact will be if the request is denied.
    • If your position is not yet vacant, please explain the impact of holding the vacancy for two to three months.
    • If your position has been vacant for several months or more, please explain why the position must be approved now and how you have addressed not having the position filled while it was vacant.
    • If your agency is submitting multiple requests which impact each other, please provide an explanation of the effect a denial of one or more will have on other positions. It is also helpful to include an organizational chart.
