The 2003 Annual Performance Progress Reports due January 2004 represented the first reports in which Oregon state agencies report performance data in a consistent format. On Thursday, June 10, 2004, the Progress Board issued a press release (doc) announcing to the general public the availability of state agency performance measures and reports online. Two major newspapers ran editorials: the Statesman Journal (Salem) and the Oregonian (Portland).
Smaller Agencies Exempted From Part II - This Submission Only
The 2003-05 budget cycle launched the State of Oregon´s new performance measure system. These first annual performance reports cover a transition period from the old system to the new. They consist of three components:
- Introduction summarizing accomplishments and challenges in the past year
- Part I, Managing for Results
- Part II, Key Performance Measure Analysis
Because of data availability challenges and resource constraints of smaller agencies, about sixty percent of all agencies were exempted from filling out Part II for this initial annual report, which was due in January of 2004. For other reasons, the Department of Education and Lottery were also exempted from Part II. (Lottery´s submission was voluntary. It is not required to submit an Annual Performance Report.)
For future reports, which will be due September 30 of each year, all executive branch agencies will be required to submit and post online all three components of the report.
