Call to Order and Approval of Minutes
Paul McKenna called the meeting to order.
Sue Nelson moved to approve the February 13, 2007 meeting minutes.
David Hartwig seconded the motion.
 
Hearing no further discussion, the motion passed unanimously.
 
Member Services Update
Bobbie Barott referred to Opsattach.2 and reported that February was a relatively quiet month for calls received by Member Services, which have slowed to a rate more typical of non-open enrollment times. Staff has been able to address the appeals in accordance with established standards, and at the end of February only 2 appeals remained open in excess of 45 days.   
 
Contracts Update
Lydia Lissman referred to Opsattach.3 and explained that the Third Party Administrator (TPA) contract will expire on December 31, 2007. The TPA is responsible for benefit administration for members who self-pay, including retirees; members working in eligible semi-independent agencies; and members eligible for COBRA. In addition, the TPA manages member dependent care and health care flexible spending accounts. The contract is with BenefitHelp Solutions. The following options are available:
  • Renew the current contract with BenefitHelp Solutions for all Third Party Administrator functions.
  • Renew the current contract with BenefitHelp Solutions for either the self-pay, including retiree, semi-independent agencies and COBRA member services; oradministration of the member dependent care and health care flexible spending accounts.  Issue an RFP for the non-renewed services.
  • Issue an RFP for all Third Party Administrator services (if this option is adopted, the RFP would likely be issued in May 2007).
 
David Hartwig moved to recommend the issuance of a renewal to BenefitHelp Solutions for the self-pay, including retiree, semi-independent agencies and COBRA member services; and to issue an RFP for the Third Party Administrator for member dependent care and health care flexible spending accounts.
Sue Nelson seconded the motion.
 
Hearing no further discussion, the motion passed unanimously.
 
Lydia Lissman referred to Opsattach.4 and reported that the 2008 medical renewal, 2008 Vision decision, and 2007 Dental RFP processes are all on schedule.
 
In reviewing PEBB’s overall contract decision schedule, she explained that the current PEBB facilities contract expires at the end of November 2007. DAS has planned that PEBB and the Oregon Educators Benefit Board (OEBB) will relocate to the General Services Building in December in order to accommodate OEBB staff. In the meantime, in late April the current PEBB Board Room will be converted to office space for incoming OEBB staff and PEBB Board meetings will be held at another location.
 
Advisory Committee Update
Lydia Lissman referred to Opsattach.5 and explained that in the fall of 2006, PEBB began offering formal training sessions for state and university staff responsible for benefit administration at the agency level. The training was developed and implemented at the recommendation of the PEBB Advisory Committee and includes comprehensive information on PEBB rules and processes related to member eligibility, and hands on training on the electronic benefit system, pebb.benefits. Sixteen full day training sessions were conducted from November 2006 to February 2007. Ninety-three staff representing human resources, benefit officers and payroll from state agencies and the university system received training. Attendees included new, intermediate and advanced pebb.benefits users.
 
She outlined the survey results, which were very positive overall and reported that the demand for training has been high. PEBB is working with DAS to establish a training facility in the General Services Building as PEBB/OEBB transitions to that location.
 
Operational Updates
Lydia Lissman distributed Opsattach.6 and outlined the proposed agenda topics and draft workplan for 2007. She explained that the RFP process for the Flexible Spending Account (FSA) is expected to be a smooth one, with responses expected around June.
 
Diane Lovell explained that she would like the RFP to include a requirement that proposers discuss their strategies for marketing the FSA to members.
 
Rick Schoonover explained that the Board might consider using Cooperative Purchasing Language in the RFP, which would allow other parties such as OEBB to join the agreement for services.
 
Lydia Lissman explained that staff will keep the Subcommittee informed as the RFP is developed.
