Oregon's Chief Operating Officer and DAS Director is charged with reviewing outdated systems, streamlining departments, and creating efficiencies and cost savings within state government. The COO chairs the Enterprise Leadership Team
which, along with its Improving Government Steering Team, is composed of agency leaders working together to guide change for state agencies. This change is implemented by the project managers within the office of the COO.

Public Records Request and Management Project
ODOT Management Review
Governor Brown ordered a management review of the Oregon Department of Transportation to inform discussions regarding a transportation funding package in the 2017 Legislature. An oversight committee comprising current and former transportation commissioners, and former members of the Oregon Legislature defined the scope and DAS contracted with McKinsey and Co. -- a world class global management consulting firm -- to perform the review.
Work began in October 2016, and DAS received a complete set of findings on Jan 30, 2017. DAS will use the findings and options to develop recommendations, in consultation with McKinsey, to present to the Gov’s Office, Legislature and OTC this spring.
