The federal government CFO Council (doc) has defined many of the core competencies in accounting, budgeting, financial systems, and the like. These core competencies could be considered for state governments, almost without modification. We encourage both employees and management to use these competency requirements in recruitment and career development.

Description and Purpose
The Oregon State Controller's Division (SCD) is committed to the professional development of state fiscal employees.

We believe education is a vital component of professionalism and public service. Our purpose is to provide state fiscal employees with a central location for links to resources that assist career advancement.

If you are interested in a career in state fiscal administration, we urge you to consider joining the Oregon State Fiscal Association (OSFA) and/or the Advancing Government Accountability organization (AGA) and becoming an active member. See these links for more information about AGA and OSFA chapters. OSFA has created a unique Fiscal Scholarship program for state employees and their dependents. We urge your participation both as contributors and in making scholarship applications. OSFA is an organization dedicated to your professional advancement. 


If you are interested in becoming a professional Internal Auditor, we urge you to join the Institute of Internal Auditors (IIA) - Salem Chapter.

Career advancement often begins by accepting new challenges and creating new opportunities. Browse the DAS-Human Resource listing of current jobs available in Financial, Accounting, Auditing, and Fiscal Positions. Or visit the state Human Resource link for state job information about our Accounting Classifications (1210-1212 for the Accounting Technician Series and 1215-1218 for the Accountant Series). Please visit OSFA or Salem, IIA or the State Controller's Division Statewide Training for current training opportunities in accounting, auditing, payroll, or financial administration. 

We encourage all state agencies to actively support professional certification programs. We encourage employee reimbursement for specific training and costs associated with obtaining professional certification. Why should you certify? As adopted from the AGA:
  • To demonstrate your understanding of all aspects of your profession in every level of government;

  • To get plugged in to the latest information in the field and to have access to large networks of people; needed to perform at your best;

  • To make a statement that you possess specialized skills and professional expertise;

  • To stake your claim as an influential member of the management team;

  • To show your commitment to expanding your knowledge to handle increasing responsibilities;

  • To differentiate yourself in a field that has every kind of credential, but only one that was for and with government financial managers.
