The State Data Center has adopted the following definitions in order to clarify the different types of software that are installed on Servers in the State Data Center (including remote servers). For purposes of this document a server is any computing platform that is within the scope of the State Data Center and includes, Intel/AMD based servers, Mainframes, I-Series, Sun, and P-Series computers.
The figure below shows a detailed view of the software categories.

The following are detailed descriptions and examples of the software categories:
Agency Applications
These are custom developed software of mission unique, specific end-user requirements or needs.
Examples of Agency Applications include:
- State Financial Management Application (SFMA)
- Intelligent Transportation System (ITS)
- Legislative Information Notification Update System (LINUS)
Licensed Software Products
These are commercial off-the-shelf (COTS) products, modified off-the-shelf (MOTS) products, Open Source products application tools, or integrated development environments developed outside the agency.
Examples of Licensed Software Products include:
- Remedy, Brio, Crystal Reports, License 2000, CIMS (COTS)
- SAP (MOTS)
- Bugzilla (Open Source)
- COBOL, FORTRAN (Integrated Development Environment)
- CruiseControl.Net, CVS - Concurrent Versions System (Application Tools)
Middleware Products
Middleware are sets of licensed software products that exist between the application and the system software or operating system.
Examples of Support Applications include:
- WebSphere, Cold Fusion, Tomcat (Application Server)
- Apache, IIS (Web Server)
- Novell GroupWise, Microsoft Exchange (Messaging)
- DB2, Oracle, SQL Server, Sybase, Informix (Database)
- Citrix, Microsoft Terminal Services (Access Service)
- COBOL, Java JRE (Development Platform)
System Software Products
System Software are licensed software products that is closely integrated with the operating system and provides services to applications that run on the operating system
Examples of System Support include:
- IBM 3270 Emulation (User Interface)
- DNS, DHCP
- Job Scheduling
- CICS, Microsoft Transaction Server, BEA Tuxedo (Transaction Processing)
- Tivoli (Systems Management)
- RACF, Checkpoint, SSL Certificate Services, Virtual Private Network [VPN] Services (Security Services)
