March 7, 2005 - Rumor Control Questions & Responses
Rumor 1. The governor met with the 12 CNIC agency directors and the CIOs (separate meetings) and laid out 12 resignation letters and asked if everyone was “on board” with the CNIC project. [No timeframe was indicated for this rumor.]
Response 1. The only group meeting the governor has held with CNIC participating agencies was a joint meeting (directors and CIOs) in July 2004. In that meeting, the directors made their official presentation to the governor along with their collective recommendation that there was a compelling business case to move forward with the project. At that meeting, the governor agreed with the board’s recommendation. He also gave clear direction that the conservative posture used to prepare the preliminary business case be replaced with an aggressive posture so the state could achieve the maximum savings from the project. No letters of resignation were involved.
Rumor 2. There is a “gag order” on CNIC all the way down to technical managers.
Response 2. There is no “gag order.” In fact we have created multiple communication channels so we can hear and resolve issues quickly. There may have been instances within CNIC participating agencies where CIOs asked their management team to cease speaking negatively about the project. The decision to move forward with CNIC has been made, and it is in the best interest of agency technical staff to work in a positive environment.
Rumor 3. The state data center only has room/space for 80 staff; therefore only 80 staff will have jobs.
Response 3. The precise number of staff needed to adequately staff the center is unknown. It will be determined based on industry standards and service level agreements with agencies.
The center has 78 cubicles in the general office area, five offices in the general office area, and additional room for staff/cubicles is located on the raised floor (also known as the command center or computer room). The number of staff needed for the center cannot be deduced from the number of cubicles because shift work and staff whose physical location is outside the data center must be taken in account.
Rumor 4. All staff will be hired in September 2005.
Response 4. Technical staff needed for similar jobs will be hired at the same time, but reporting dates will vary as to the needs of the center and the schedule of agency consolidation. The exact date when technical staff will be hired has not been determined.
The first step is to complete the recruitment for the data center director; the director will then begin the management team recruitment. Following formation of the complete management team, hiring for technical staff may begin. This is estimated in the July/August 2005 timeframe.
