CNIC Business Case Process
March 2005 Update
Updates to the original business case for the Computing and Networking Infrastructure Consolidation (CNIC) initiative will be accomplished according to the schedule outlined in the state's contract with Accenture. The first such update will be in the late March/early April timeframe; the second at the end of June 2005.
 
Instead of analyzing these updates to the business case in the same way the original business case was analyzed, the state will determine actual budgetary costs/savings associated with the CNIC project via a thorough and ongoing budget analysis. In essence, the business case will evolve into a budget plan.

Business Case Review Process
 
Accenture, LLP delivered a preliminary business case (pdf) for the CNIC initiative on June 16, 2004.  Receipt of the preliminary business case begins the CNIC Governing Board´s review and validation process.
 
Early in the initiative the Governing Board saw the need for additional resources and expertise to appropriately review the business case.  The Board formed four committees of agency subject matter experts to advise them, recommend strategies to thoroughly address the various issues involved in the initiative, and to provide recommendations once the preliminary findings of Accenture were delivered (the preliminary business case).  The four committees are Facilities, Finance, Human Resources and Technology.  Additionally, a labor/management group was formed to provide recommendations on issues affecting represented staff.  In total, over 50 agency personnel are involved in this process to advise the CNIC Governing Board. 
 
From the beginning of the CNIC initiative, the state chief information officer emphasized that unless the business case for consolidation was "compelling," the state should not consider moving forward.  To adequately determine what "compelling" means, the Governing Board charged the Finance Committee with developing a set of criteria for determining whether or not there is a "compelling" business case to move forward with this initiative.  The eight points contained in the Finance Committee´s recommendations (pdf)  (adopted by the Governing Board on June 14, 2004), will be the basis for evaluating the findings of the business case.
 
The Board´s process for review is as follows:
  • Members of CNIC committees received an executive summary of the findings of the preliminary business case on June 16, 2004.
  • Members of the Technology and Finance Committees received an in-depth review from Accenture of the business case detail.  This in-depth review by these two committees is necessitated by the technical nature of the initiative and the many financial issues inherent in cross-agency shared service projects.  This occurred on June 16, 2004.
  • Members of the Technology and Finance Committees will advise their respective agency director (serving on the Governing Board) on the technical and financial aspects of the business case and how it relates specifically to their agency.  This will occur between June 16 and June 25, 2004.
  • The Governing Board will meet on June 28, 2004 to discuss their individual findings and formulate a collaborative recommendation for the governor.  It is anticipated that the Board will take action on their recommendation on June 28, however, if during the course of their deliberations it is decided more time is needed, they will establish a revised target date for decision.
  • After the Board finalizes their recommendation for the governor, they will meet with Governor Kulongoski to present their findings. 
  • The governor will make the final decision on whether to proceed to implementation.

Final Recommendation
On July 12, 2004, the joint Finance and Technology Committees recommended to the CNIC Governing Board to proceed to the implementation planning phase of CNIC.  The business case is judged "compelling" by the criteria established by the Board.

The Governing Board accepted and concurred with this recommendation and carried it forward to Governor Kulongoski for decision.  On July 15, 2004 the governor instructed the CNIC Governing Board to proceed with the initiative.
