Mainframe migration completed
June 14, 2006
 
We have reached a major milestone toward our implementation of Oregon’s State Data Center (SDC). The SDC team along with the agency customers has successfully completed the migration of our mainframe computing environment. This brings us to the 70 percent mark of moving the computing workload of the 12 agencies to the new data center. Remarkably, over the past few months our critical computer systems have been migrated to the new data center without business interruption. Furthermore, the SDC team has kept our systems up, running, and performing well while all the migrations are taking place.
 
These accomplishments would not have been possible without the hard work and dedication of our technical experts and planners. This has truly been a team effort where customers, technicians, management, consultants, and planners have all partnered together to achieve a common goal. I know we still have remaining systems to be migrated and our permanent teams to be staffed. I’m also aware that once the systems have been migrated, the difficult and tedious projects of standardization and optimization begin. However, I didn’t want to wait any longer to tell you that I appreciate all of your achievements and am proud of your accomplishments. Thank you for your efforts and keep up the great job and teamwork.

Mainframe migration update

This past weekend, the mainframe operations of both ODOT and DAS were migrated to the State Data Center’s new mainframe*. Executing this CNIC project milestone was the result of a large team of individuals representing technical, application, and management from DAS, ODOT and the State Data Center. It was great to see everyone involved working together to solve the issues that arose during the migration process - which was officially declared a success at noon Sunday. To everyone involved I extend my sincere thanks for the energy you have brought to this process. Many of you have put in a lot of nights and weekends to ensure agency operations transfer to the data center successfully, and I acknowledge you for those efforts.
 
Our next steps in the mainframe area are migration of DHS and Employment mainframe operations this coming weekend; sharing lessons learned from the DAS-ODOT migration with DHS and Employment; and moving the ODOT mainframe from the Revenue building to the State Data Center to fulfill our two mainframe approach.
 
On the server side of migration, we have surpassed the 70 percent mark for the first three large agencies (DAS, DHS and ODOT). And Oregon Housing and Community Services is 100 percent migrated. 
 
In all, I am very pleased with the successful migration of agency operations to the State Data Center and look forward to continuing to update our stakeholders as we move forward.

Nealy named Operations manager

State Data Center management is pleased to announce the appointment of Bryan Nealy of the Department of Human Services as the State Data Center (SDC) Operations Manager.  The Operations Manager is responsible for managing the team that handles day-to-day operations of all systems in the SDC.  Bryan has an extensive IT and customer service background and is a great addition to the SDC management team. Bryan has been working on the CNIC project for some time now, serving as the Logistics Workgroup project manager and most recently as the interim Operations Manager.
 

Hiring milestone reached

The CNIC Project-State Data Center reached a significant milestone Friday, April 14 as recruitment announcements for data center technical positions were distributed to the in-scope staff of the 12 CNIC agencies. According to the terms of a Letter of Agreement with SEIU, in-scope staff has an opportunity to apply for data center positions in an exclusive first round of hiring. If the data center is unable to fill all positions in that first round, recruitment will open up to a broader pool – any employee of the 12 CNIC agencies. The closing date of the current recruitment is May 1.

DAS Personnel is handling the details of the recruitment process in conjunction with the management team of the State Data Center. In-scope staff is being communicated with regularly about the process and have received the information and forms needed to apply for data center jobs.

A significant factor in the timing of recruitment announcements was the approval of an increased staffing level by the Emergency Board on April 7. This increase was the recommendation of CNIC agency directors and chief information officers as a risk-mitigation strategy due to increased project scope and equipment inventory. The new model includes 138 positions for data center operations and 11 positions for network security. The current recruitment effort is based on this new model.

Technical News
Migration efforts to transfer agency operations and equipment to the State Data Center continue strong with over 125 servers migrated to date. Early lessons learned are being incorporated into data center processes for future moves. The first agencies to move are DAS, DHS and ODOT with the other nine participating agencies in varying stages of planning-preparation. Long & Whitehouse join SDC
February 2007
 
I'm excited to announce the appointments of Jim Long (DHS) as the Enterprise Systems Support Manager and Randy Whitehouse (ODOT) as the Distributed Systems Support Manager at the State Data Center (SDC).  The Enterprise Systems Manager will be responsible for the mainframes, AS/400, AIX/Solaris servers, Tape Library and Disk Storage systems (aka "The South").  The Distributed Systems Manager will be responsible for the Wintel (MS Windows/Intel) servers and other similar systems (aka "The North").  Both Jim and Randy have an extensive IT and customer service background and are welcome additions to the SDC management team. They start work at the SDC effective February 27.
 

Grapoli to lead network team
January 2006
 
Al Grapoli has accepted the position as State Data Center network manager effective February 13, 2006.  Al joins the SDC team after serving the past 6 years as network services manager for the Department of Human Services. In this capacity he and his team supported the DHS network, network security, directory services, e-mail and field servers for over 10,000 DHS staff and community partners.  One of Al's major efforts at DHS was to provide quality customer service – an area of focus he will bring to the State Data Center. Other experience Al brings to the SDC is 12 years as product manager and IT director for a national managed care corporation responsible for teams providing network support, application development and service desk support. Successes relied on open communication and trust among the teams with clear, results-oriented activity.

Bozzi & Howard join SDC team
January 2006
We are currently recruiting the State Data Center managers and have hired two. Dave Howard has accepted the position of Service Delivery Manager for the SDC. In that role Dave is responsible for the delivery of all technical services to our customers. Reporting to Dave will be the four managers responsible for Network, Operations, Enterprise Systems, and Distributed (Open) Systems. Dave comes to us from ODOT where he had similar responsibilities. 
 
Julie Bozzi has accepted the position as Plans and Controls Manager. In that role, Julie is responsible for the service processes, quality, project management, and account planning for the SDC. Reporting to Julie will be the Customer Account Planners, ITIL Process Coordinators, Project Managers, and Quality Control. Julie was an Application Manager at DHS but many of you know she has been leading the CNIC project. Julie will continue in that role through the transition.
 

Facility construction complete

The Dept. of Administrative Services and CNIC Governing Board announce completion of construction of the State Data Center facility.
 

Implementation planning begins
August 2005
 
August launched the third stage of the CNIC project known as Implementation Planning. This stage will address implementation details on relocation of the existing environments to the new environment located in the new State Data Center. Implementation planning will include the detailed tasks to take occupancy, centralize the administration of directory services, implement the network, firewalls, disk storage, tape library, mainframes, servers and agency moves. Agency management will lead implementation and transition teams, working with project managers and technical staff, to plan and implement the infrastructure, processes and agency environments. The CNIC Project Office will provide project management oversight, and project support and control to enable successful project delivery.
 

Mark Reyer to lead data center
July 7, 2005
 
Mark Reyer Appointed State Data Center Administrator 
Following a national recruitment, Mark Reyer has been selected to lead the CNIC project and the state’s new consolidated data center. Mark has more than 27 years of experience working in information technology. He spent 15 years with IBM during which time he led several data center consolidations and was recognized as an expert in data center efficiency. Along with extensive knowledge and experience, Mark brings a strong commitment to high quality services and “hands on” customer relations. He will begin work full time on July 18.
 
 

Finalizing Detailed Design
July 2005
 
During the month of July, technical work groups finalized recommendations for the CNIC Steering Committee related to the Detailed Design of the State Data Center. The Detailed Design stage of the project was launched in May and ran through mid-August. Beginning in August, agency-specific implementation planning began (also known as Stage Three of the project).

The CNIC business case
July 16, 2004
 
A thorough review process of the preliminary business case was instituted by the CNIC Governing Board. The Governing Board charged their Finance and Technology committees with the task of challenging and debating the findings of the contractor contained in the preliminary business case. Using the criteria set forth by the Governing Board, these committees have jointly judged the business case to be "compelling" and recommend the state proceed with implementing CNIC. This recommendation was received and carried forward by the Governing Board to the governor. Governor Kulongoski has determined it is in the state’s best interest to proceed to implement CNIC by consolidating the 12 in scope data centers using an operating model of one data center.
 
The CNIC Governing Board will oversee the process of implementation planning.
