Rumor/Question
It has been proclaimed that DAS was merely a partner with the other 11 participating agencies in this project. It seems today that DAS has taken control of the project and making decisions thus changing the scope.  ESO [Enterprise Security Office] will be handling all security now and ESO is out of scope. Who made this decision? Was this a consensus among the Steering Committee? Is the Governance Board even aware of this change?
 
The other proclamation about DAS being a partner was that the Data Center would report to the Governance Board which is the directors of all 12 agencies. The [SDC] organizational chart shows direct reporting to the DAS director. No board layer even identified? Has DAS taken complete control over this project now? Yes I understand that the SDC falls under the DAS Administration, however, it was the understanding that DAS would be a part of the collective, not the sole controller of the project which is what is perceived now and is quite frightening.
 
Response
The governance model (pdf) for the State Data Center – approved by the CNIC Governing Board in March 2005 – indicates that the DAS Director is the chair of the CNIC Governing Board. The chair facilitates and is advised by the members. The data center administrator reports to only one superior (the DAS Director).
 
DAS is in a unique role. The Legislature is holding DAS and its director accountable for data center performance. Additionally, as a shared service, the data center is accountable to the organizations using the service (i.e. the Governing Board). The Governing Board will become the board of directors once the project is complete and the data center is operational. 
 
The issue around security was based on security positions funding, and ESO legislative commitments. The position/staffing plans of the SDC, including security, is being worked on by the CNIC Governing Board and Steering Committee. The end result will support the security of the data center. It is an issue of positions, funding and commitments.
 
Rumor/Question
Eleven additional staff were tagged as 100% in scope (3A). Most of those people have strong skills in security, yet security is no longer a part of the SDC. What's going to happen to these people? How can they be in scope if they only have the option to apply at the ESO if even any positions become available and if not successful do they fall under the Letter of Agreement with the Union as 3A staff?
 
Response
The Letter of Agreement does not apply to positions that are posted by the ESO. Recruitment for ESO positions will be statewide (meaning any state employee may apply including staff on the CNIC in-scope list). If in-scope staff unsuccessfully apply for positions with the ESO, they retain their standing under the Letter of Agreement.  
 
Rumor
Is it true that the facility leaders did not obtain any permits from the city of Salem to build this building?
 
Response
This is not true. Multiple permits were obtained from the city of Salem over the course of four phases of work. Each phase was reviewed and signed off by city of Salem plans examiners, and inspected and signed off in the field by their inspectors.

Rumor
Texas was able to consolidate 24 data centers and is now running its operation with 50 staff.
 
Response
The number 50 is being misused. Texas has outsourced their data centers to Northrup Grumman. Outsourcers work on a fee schedule based on usage. The 50 is what’s left in the state of Texas to oversee the outsourcer and manage the contract.
