Overview - Detailed Design
This summary of CNIC work group activities for the period of May 2005 is provided by the Peer Communications Group. It is intended as a brief synopsis of the activities of various CNIC work groups. 
 
May 2005 marked the launch of Stage Two of the CNIC project -- Detailed Design. This stage includes development of the overall consolidation strategy; an acquisition strategy/plan for hardware and software; a testing strategy (e.g. script development planning, mock cutover plan, etc.); a facility equipment layout plan; and a consolidation sequence for each participating agency. Stage Two concludes July 31.

Network
The Network group was involved in the following activities and deliverables:
  • Identifying a target data center IP addressing scheme
  • Identifying data center LAN equipment type needs
  • Developing a preliminary list of WAN sites targeted for link consolidation
  • Finalizing a generic data center rack layout
  • Creation of the Network Management Toolset Matrix.
Additionally, the group worked with the 12 CNIC agencies to gather information on the quantity of dialup, VPN, and Citrix users.

Server
After finalizing architecture recommendations from Stage One of the project, the Server Work Group focused on development of a draft System Management/Administration Tools Matrix. This matrix will be finalized in June. Additionally, the group worked on file and print services issues. Current work:
  • Technical reference model for server architecture design
  • Vendor selection for presentations
  • Intra-Agency additional opportunities for consolidation
  • Application Migration Template
  • Development of a draft state data center floor plan.  

Mainframe
Current mainframe configurations have been confirmed and preliminary configuration parameters for the new z990 have been developed. The configuration parameters for the new z990 were given to Mainline for validation and pricing. The specifications for the new z990 have been finalized and updated pricing was received from Mainline. Additionally, the completed skills matrices were provided to the human resources area.
 

Storage
A key product from the Storage Work Group was formulation of recommended Data Migration Tools and Processes. The group held a technical discussion with Hitachi and received written materials from Dell. A preliminary decision will be made on May 31.  
 
Another recommendation of the group is in the area of Enterprise Storage Virtualization Tools and Technical Specifications.  A template has been built to identify current requirements. The template will be used to guide preliminary recommendations.   
 
Backup, Recovery and Archive Management Tools and Technical Specifications have also been developed. Using a matrix, the work group is correlating currently used software storage tools against agency monitoring and storage management requirements. The outcome will be to help the group focus on which monitoring and management tools to recommend.  
 
A recommendation for Tape Library Tools and Technical Specifications is being developed. Information gathering discussions have been held with vendors. 

Security
The Security Work Group accomplished the following tasks and deliverables during May:
  • Held a joint session with the Network group to view a presentation on the Security Zone
  • Standardized Immediate Action Plan (IAP) documents
  • Reached agreement on interim deliverable dates for draft architecture
  • Modified the Execution and Operations model of the data center to provide a technical and operational component on which to base security services recommendations
  • Deliverables: ISO Matrix, Chapter 5, Execution Model, Service Workforce Liaison, Operational Model, and Services List documents populated and updated.

Single Perimeter
The Single Perimeter Immediate Action Plan (which ends June 30) was designed to take a first step toward addressing some of the network security vulnerabilities discovered during the 2004 vulnerability assessment and to create a framework for execution of a long term network perimeter strategy.  It involved the three largest CNIC agencies (DAS, ODOT, and DHS) and was focused on core network upgrades, establishing a single perimeter using virtual firewall technology, and creation of an interim support model.  All of these objectives have been met and the Single Perimeter Long Term Action Plan recommendations for the 05-07 biennium have been finalized. The Long Term Action Plan is designed to build on the work initiated during the Immediate Action Plan and to extend the single perimeter in both breadth and depth to further secure the state’s network.

Service Management
The Service Management Work Group has completed the agency survey of data center service information. Survey results became the basis of a proposed "service catalog" which, once finalized, will be used to formulate service level agreements between the agencies and the state data center. Current work of the group is focused on process definitions, a service level agreement template, and development of a functional organization chart for the state data center.

Accounting
The Accounting Work Group made three key decisions during May:
  • An internal service fund should be used for data center accounting
  • State data center customers should be direct billed
  • A conceptual framework for a rate-setting model (provided by Accenture) should be adopted.
These decisions will be taken to the CNIC Steering Committee for approval. Other work group activities during May included review of the services list provided by the Service Management Work Group, and establishing a subcommittee to determine the right approach to adjust the Oregon rate setting process and timing.

Human Resources
During the month of May the project office added a dedicated project manager liaison and support staff to the existing human resources work group. Activities included planning and development of a roles and responsibilities matrix for the following groups: DAS Human Resource Services Division, Labor Relations, DAS Personnel, and the CNIC Project Office, Steering Committee and Governing Board. Next steps include development of the recruitment strategy that fully supports the Letter of Agreement reached with SEIU in February.

Peer Communications
During the month of May the Peer Communications Group focused on assisting the efforts of the Project Office in the area of Organizational/People Change Management. Creation of a work group for this important domain was announced at the May All Hands meeting. Current work involves creation of a charter and identification of work group members.
