Overview
This summary of CNIC work group activities for the period of October 2005 is provided by the CNIC Peer Communications Group. It is intended as a brief synopsis of the activities of various CNIC work groups.

The CNIC project has progressed to the point of preparing detailed migration plans for the first agencies to move to the State Data Center (SDC). Each agency will have a Migration Lead responsible for developing and executing their agency's implementation plan. The Migration Leads serve a critical role. They will be the primary person to work with the CNIC Project Office and lead their own agency infrastructure and applications staff through the migration to the SDC.

ODOT, DAS, DHS and Employment will be included in the initial planning effort. Detailed planning for agencies later in the schedule will occur approximately two to three months before their scheduled migrations. The Project Office will stay in contact with the later agencies regarding the transition schedule via the chief information officer.

Network
The Network Implementation Team is jointly managed by Randy Whitehouse of ODOT, Al Grapoli of DHS, and Brian Sipe of DAS.

Network connectivity for the SDC was accomplished on October 31. Equipment arriving at the SDC is being installed and seismically braced. Other accomplishments by Network subgroups include the following:

Network Management Subgroup
  • Began identification of potential open source network management tools.
  • Obtained open source network management server from DAS.
Engineering Subgroup
  • Met with state Cisco engineer to validate overall network design and the approach for the interim subnet extensions into the SDC.
  • Finalized a base configuration for the Cisco 6500s.
  • Finalized short-term network design for the transition period (QnQ Trunking) and discussed long-term network design plans (full MPLS).
Infrastructure Planning Subgroup
  • SDC node successfully inserted into Qwest SHNS ring.
  • Completed rack layout for essential equipment moves.
  • Defined network cabling standards.
  • Submitted Command Center design work to the Operations Implementation Team to be finalized.
Network Security Subgroup
In collaboration with the larger CNIC Security Work Group, log aggregation/correlation requirements were finalized and firewall (software) requirements were finalized.

Network Operations Subgroup
Finalized network support process prior to staff co-location.

Server
The Server Implementation Team is led by agency manager Derek Settlemoir of DAS.

This team has completed an architecture recommendation for a Keyboard/Video/Mouse (KVM) solution for the SDC server environment. The group has also finalized its estimates for staffing levels for the period through June 30, 2006. Other work in progress:
  • Development of server requirements for the WinTel environment.
  • Agency server migration planning detail (this is being accomplished in cooperation with the Logistics team).

Mainframe
The Mainframe Implementation Team is led by agency manager Jim Long of DHS.

This team is coordinating all the mainframe agencies which are separated by series: zSeries mainframe agencies (DAS, DHS, and ODOT) and iSeries mainframes agencies (DOC, DOR and DVA). The group's focus during the month of October has been on the procurement of a new zSeries mainframe and creation of the group's charter and high-level work plan. Other work in progress includes gathering all software licenses (both zSeries and iSeries) and gathering job scheduling requirements for the eventual proposal of a common zSeries mainframe job scheduler.

Storage
The Storage Implementation Team is led by agency manager Deanna Dyer of DAS.

Procurement activities were the main focus of the Storage Implementation Team during the month of October. Storage procurements will launch through the Oregon Procurement Information Network (ORPIN). Other activities included finalizing the team's charter, work plan and schedule, and creation of a staffing model to support SDC storage functions.

Security
The Security Implementation Team is led by agency manager Marshall Wells of ODOT.

The Security team devoted a significant amount of time during the month of October to defining log aggregation and correlation requirements. Other accomplishments include development of the following:
  • Project plan, work plan and charter.
  • Security staffing roadmap.
  • Plan for interim IDS solution (intrusion detection).
  • Firewall requirements.
  • Non-disclosure agreement.
Other projects in progress include development of SDC security policies (including Acceptable Use), and a matrix of regulatory and statutory requirements for information security.

Logistics
The Logistics Implementation Team is led by DHS Project Manager Bryan Nealy.

The Logistics team focused on several areas of SDC readiness during the month of October along with preparing an agency migration planning packet. Readiness activities are now shifting to other work groups and Logistics will focus on agency transition planning. Four agencies are launching internal migration planning at this time, DHS, ODOT, DAS and Employment.

Logistics is also forming a subgroup to address inventory implementation.

Operations
The Operations Implementation Team is led by agency manager Dave Howard of ODOT.

The Operations team is a newer CNIC work group chartered to address the details of bringing the SDC to a fully operational state. The group’s early focus was defining membership, scope of work and creating a work plan. Other activities in progress:
  • Creation of a plan for the SDC Command Center (including scope).
  • Creation of a plan for the computer room floor.
  • Creation of a plan for server distribution in server racks.
  • Development of a service model.

Accounting
The Accounting Work Group is led by agency manager Tami Dohrman of the Dept. of Corrections.

The focus of this group during the month of October was on establishing the billing plan for the SDC. The group is also working on defining service units (billing units) for the 2007-2009 biennium. The group’s recommendations will be reviewed by the CNIC Steering Committee.

Change Management
Organizational and Individual Change Management
The Change Management Work Group is facilitated by ODOT Project Manager Claudia Light.

During October the Change Management Work Group focused on development of a training opportunity for the IT line managers and supervisors of CNIC agencies. The purpose of the training is to equip these managers with tools to address the needs of their staff whose positions are within the scope of the CNIC project.

The group also conducted its first of several “check points” with the CNIC Steering Committee. The purpose of the check point is to assess the activities of Steering Committee members related to readying their staff and agency personnel for the changes brought about by the CNIC project/SDC. These activities include holding staff meetings and distributing information within agencies related to the CNIC project.

Peer Communications
The Peer Communications Group is facilitated by Dennis Green of the Employment Department. In October, the group focused on examining various concerns about the CNIC project including staffing issues, disaster recovery planning and the availability of project documentation.
