Overview
This summary of CNIC work group activities for the period of November 2005 is provided by the CNIC Peer Communications Group. It is intended as a brief synopsis of the activities of various CNIC work groups.
 
The CNIC Project Office has created a tiered implementation timeline (pdf)  for 2006 to show the interrelation of various aspects of the project. This includes the schedule for agency server migration, data center staffing, and infrastructure development. As the project moves forward, this tiered timeline will be updated if changes to the schedule are required.

Network
The Network Implementation Team is jointly managed by Randy Whitehouse of ODOT, Al Grapoli of DHS, and Brian Sipe of DAS.
 
A two-prong approach is being utilized to address network development of the State Data Center (SDC): Multi-agency work groups are addressing various aspects of planning and decision-making; and a small team of agency network engineers are working at the SDC on a temporary (job-rotation) basis.
 
The following are the accomplishments achieved by the Network group for November:  
  • Wright Line cabinets installed and seismically braced.
  • MPOE/MDF equipment and row distribution equipment has been mounted within cabinets and readied for cabling and configuration.
Network Management Subgroup
  • Defined open source network management tools for evaluation.
  • Obtained open source network management server from DAS and launched testing.
Engineering Subgroup
  • Finalized the short-term network design for the transition period (QnQ Trunking) and discussed long-term design plans (full MPLS).
  • Launched QnQ trunking tests for each agency network.
  • Finalized IP addressing scheme for network switches on the SDC floor.
Infrastructure Planning Subgroup
  • SDC node successfully inserted into the Qwest SHNS ring.
  • Completed rack layout for essential equipment moves.
Network Operations Subgroup
  • Created a draft Hotline schedule and an interim support process.
  • Created a task checklist to be completed before moving Operations personnel to the SDC.
Note: The Network Security Subgroup is now a part of the full Security Work Group. Activities for the subgroup are now reported in the Security section of this summary.

Server
The Server Implementation Team is led by agency manager Derek Settlemoir of DAS.
 
The focus of this team was development of a request for proposals (RFP) for IBM AIX servers. The RFP was launched through the Oregon Procurement Information Network (ORPIN) in mid-November; it closes in early December. Additional activity centered on presentations to all CNIC technical work groups regarding the Keyboard-Video-Mouse solution. The group also began categorizing tasks in the areas of system administration and operations as tier 2 and tier 3 functions. This information will be used by the SDC to define service desk functions for the SDC.  

Mainframe
The Mainframe Implementation Team is led by agency manager Jim Long of DHS.
 
November work group activities:
  • Creation of a detailed work group schedule.
  • Gathering mainframe operational requirements from each state agency with a mainframe.
  • Collection of agency software licenses (for zSeries and iSeries mainframes).

Storage
The Storage Implementation Team is led by agency manager Deanna Dyer of DAS.
 
As reported last month, the Storage group has been primarily focused on procurement activities this fall. In November, this included conducting a pre-proposal conference for the ATL procurement and preparing an RFP for an enterprise disk subsystem.

 

Security
The Security Implementation Team is led by agency manager Marshall Wells of ODOT.
 
The Security team's accomplishments during the month of November include the following:
  • Finalizing its recommendation for Information Security staffing at the data center.
  • Completing the plan for the interim IDS solution.
  • Developing intrusion detection and prevention requirements.
  • Assisting the State Procurement Office in release of an RFI for network security management.
  • Developing a process flow for dealing with regulatory requirements (state, federal or other) and presenting that process to the Steering Committee. 
Network Security Subgroup activities:
  • Creation and review of procurement documents for the management framework.
  • Planning and implementation of an interim IDS solution.
  • Finalized NIDS/HIDS requirements.  

Operations
The Operations Implementation Team is led by agency manager Dave Howard of ODOT.
 
The Operations team is chartered to address the details of bringing the SDC to a fully operational state. Current activities in progress:
  • Creation of a plan for the SDC Command Center (including scope).
  • Creation of a plan for the computer room floor.
  • Creation of a plan for server distribution in server racks.  
  • Working with the Server team and State Procurement Office on development of an RFP for purchase of a Keyboard-Video-Mouse solution.  

Logistics
The Logistics Implementation Team is led by DHS Project Manager Bryan Nealy.
 
The Logistics team has formalized a subcommittee to address inventory implementation. This group will focus on completing and validating the server hardware inventory and applications inventory in cooperation with each agency.
 
In addition, the agency migration packet has been shared with agency CIOs. This collection of guides and templates will assist agencies with their internal planning for the data center migration. Key components of the packet include an overview of the planning process, deliverables, testing guidelines, communications information, and several sample and template documents to assist an agency in its planning efforts. The overall migration planning process will be a joint effort between the CNIC agencies, the Logistics Implementation Team and the CNIC Project Office.

Accounting
The Accounting Work Group is led by agency manager Tami Dohrman of the Dept. of Corrections.
 
After several months of work, the Accounting team has finalized its recommendation for the 2005-2007 billing plan for SDC services. This is known as the 05-07 transitional strategy. Development of a permanent model (beginning in the 2007-2009 biennium) is ongoing.

Change Management
Organizational and Individual Change Management
The Change Management Work Group is facilitated by ODOT Project Manager Claudia Light. 
 
The Change Management Work Group sponsored training opportunities in November for the IT line managers and supervisors of CNIC agencies. The purpose of the training sessions was to support line managers as they support their staff through the changes brought by the CNIC project.
 
Also in November, a second "change readiness" survey was launched. Survey questions focused on topics designed to reveal the readiness of staff and stakeholders to move forward with implementation of the SDC. The first such survey was conducted during mid-third quarter of 2005. One purpose of the fourth quarter survey was to ascertain that project communications, CIO communications and other project factors are moving in a positive direction. An initial review of the second survey results reveals positive improvement over the first survey. The work group reports that although there is room for improvement, readiness is steadily progressing.

Peer Communications
The Peer Communications Group is facilitated by Dennis Green of the Employment Department. In November, the group focused on review and comment on the proposed SDC services scope matrix, reporting various human resource issues to SEIU, and examining outcomes of the November 17 all hands meeting.
