Overview
This summary of CNIC work group activities for the period of February 2006 is intended as a brief synopsis of the activities of various CNIC work groups. This edition reflects leadership changes for several of these groups. The State Data Center (SDC) has hired several management team members who have transitioned into the role of leading work group activities. These managers are serving as either permanent hires or on an interim-rotational basis.

The CNIC Project is managed by Julie Bozzi, PMP, SDC Plans and Controls manager.

Network
The Network Implementation Team is managed by Al Grapoli, SDC Network Manager.

February activities included completing an initial wireless site survey, continuing work on the wireless LAN design, building and testing an open source server for network management, completing detailed network documentation for the SDC, and working on configuration of Checkpoint firewalls for production traffic.

The Network Implementation Team has been combined with the Network Engineering Sub-team.  From this point forward it will be called the SDC Network Engineering Team. The three other network sub-teams that have completed their assigned work and charters are: Infrastructure Planning, Network Operations, and Network Management.

Server
The Server Implementation Team is led by both Randy Whitehouse, SDC Distributed Systems Support manager, and Jim Long, SDC Enterprise Systems Support manager. The common variety of servers are under Randy, while enterprise-sized servers (IBM and Sun) are under Jim.

Planning at the agency level continued through the month of February with pilot server moves from the first three migrating agencies (DAS, DHS and ODOT) scheduled for March. In addition, the Server team is moving forward with purchase of various servers for the transition of these agencies to the SDC. The Keyboard-Video-Mouse procurement is still in process with anticipated delivery and installation in May.

Mainframe
The Mainframe Implementation Team is led by Jim Long, Enterprise Systems Support Manager.

A new timeframe for delivery of the zSeries mainframe is now April 24. This schedule change is due to changes in the master CNIC schedule to support the mainframe being available at the same time that agencies are scheduled to complete their storage disk and tape data migrations. February activities of the Mainframe team included preparation of the following:
  • zSeries and iSeries operational and functional planning estimates
  • zSeries mainframe integration planning
  • zSeries mainframe security planning
  • zSeries mainframe operational planning
  • zSeries mainframe command center operational requirements
  • pSeries AIX server provisioning planning
  • Agency mainframe detailed plan (also known as the T-minus Schedule).

Storage
The Storage Implementation Team is led by Deanna Dyer, interim Storage manager of the SDC.

As planned, the ATL contract for the SDC storage tape library and virtual tape system was signed in February. The delivery date is March 10. Also completed was the development of the SDC library design. Work continues on the fiber cable management plan and on the design for the new disk and the Storage Area Network (SAN) fabric design. The disk procurement continues to move forward with contract negotiations anticipated to finalize in the near future. [Update: The disk contract with Hitachi was signed March 13 and delivery of the disk system will be by March 31.]

Operations
The Operations Implementation Team is led by SDC Service Delivery Manager Dave Howard. The Operations team is chartered to address the details of bringing the SDC to a fully operational state.

February activities included the following:
  • Finalizing the floor layout for SAN
  • Determining initial rack layout
  • Obtaining pricing estimates for the command center
  • Continuing to define command center processes and operations plan.

Agency Migration Planning
The Logistics Implementation Team is now known as the Agency Migration Planning team which is responsible for coordinating the moves of all agency equipment into the SDC. Project manager Sarah Miller leads the agency migration process and project manager Bryan Nealy leads the logistics and operational planning. The following summary reflects information on the planning efforts for the first agencies to migrate to the SDC - DAS, DHS, ODOT, and some components of the Employment Department.

Activities and accomplishments during the month of February:
  • The appointment of agency move coordinators - assigned to support the planning and migration efforts of each agency. These coordinators, who are Accenture staff, are working directly with ODOT, DAS, and DHS to complete the migration planning and move activities.
  • Development of an asset tagging strategy.
  • Completion of hardware and application inventories for ODOT, DAS & DHS.
  • Detailed planning for pilot server moves to be done in March. [Update: As of March 14, DAS has moved 18 boxes to the SDC (from some Microsoft production, test, and development environments). These boxes are operating just as they did in their former environment at the General Government Data Center. In addition, DHS had a successful pilot of eight boxes from one of its test environments and ODOT is scheduled to bring 14 boxes to the SDC on March 20.]
  • Agency project managers for CNIC migration activities have been named and kick-off meetings are being scheduled for the remaining agencies. The next agency confirmed to move servers is Oregon Housing and Community Services, scheduled at the end of April.

Accounting
The Accounting Work Group is led by agency manager Tami Dohrman of the Dept. of Corrections.

This team continues its work on service billing units and cost modeling for the 2007-09 biennium. In addition, the team has finished preparing its recommendation for the CNIC Steering Committee regarding asset transfer. Pending a decision by the Steering Committee, the group will proceed with implementation of the recommended approach.

Change Management
Organizational and Individual Change Management
The Change Management Work Group is facilitated by ODOT Project Manager Claudia Light. The charter of the Change Management group is to support agency staff and managers in managing the changes brought by the CNIC project.

This team conducted a cultural assessment of the CNIC agencies in the month of January. In February the results of this assessment were analyzed and presented to the CNIC Steering Committee. Highlights of the assessment reveal that staff within the CNIC agencies most value the following organizational attributes: open communications and transparency; stewardship; an environment of learning and adaptability; teamwork; and professionalism.

The next step for the work group is to prepare an enablement plan for the SDC management team to achieve these attributes within the data center as it emerges as a new organization.

Peer Communications
The Peer Communications Group is facilitated by Dennis Green of the Employment Department.

January brought a change to the Peer Communications Group as members voted to change from a traditional work group to a virtual approach. Members continue to serve within their agencies as channels for CNIC communications. The virtual change was enabled by the maturity of other processes within the CNIC project such as the overall progress of the initiative and the ongoing communications with in-scope staff by agency human resource representatives and the DAS Personnel Office.
