DAS has a contract with AT&T to provide long distance services for both on-net and off-net locations. The on-net locations are billed via the state network and are billed on the DAS telecommunications invoice, for on-net rates refer to rate information above.

As part of the DAS contract with AT&T there is a long distance calling plan called SDN (Software Defined Network) for the agencies that are in off-net locations. This gives a discount on long distance calling to any agency with flat business lines (these are lines billed to you directly by the local telephone company). If your off-net lines are included in this calling plan your long distance charges, other than operator assisted type calls, will appear on the DAS telecommunications invoice. You will still be billed by your local telephone company for the monthly charges on your lines but you should not see long distance on that billing.  For off-net rates please refer to rate information above.

If you have received long distance charges from AT&T either on a direct bill from them or on your local telephone company bill, please contact our billing office at 503-378-6926 to have those lines added to the calling plan.  Please note: if you have just had a new line installed and see long distance on your first month's bill, those long distance charges may well be valid.  In an effort to be proactive and save each agency money, as well as the overall state budget, Voice Services watches the Telephone Service Orders that are submitted for off-net locations requesting new lines and has those lines added to the SDN calling plan immediately. But per the contract, AT&T has 30 days from notification to add the lines to the calling plan. Sometimes the lines are in service and being used before they have been added to the calling plan resulting in those charges that might appear on your first month invoice for new lines. If the long distance charges appear on more than the first month’s bill from the local telephone company or AT&T please notify our billing office; they can assist you with obtaining credits for overcharges in some instances.

In order to receive SDN rates on local CO lines, lines must be attached to the SDN network. To add lines to the network or for questions regarding billing and rates, please e-mail SDC Billing or call (503) 378-6926.
