WeCar Sharing at Salem's Yellow Lot
 
The State Procurement Office and DAS Fleet have negotiated a car-sharing agreement with WeCar to station vehicles in Salem’s Yellow Lot for state employees to rent by the hour. Fleet expects this public-private partnership to provide a cost-effective option for short-term trips originating on the Capitol Mall. WeCar is a division of Enterprise Rent-A-Car.
 
Fleet encourages drivers to use its Daily Rental Cost Calculator to determine the lowest cost option for state trips. By inputting the hours, days and miles of a trip, the calculator reveals the efficiency of various options. Depending on the type of vehicle, car sharing is usually the most economical option for trips under five hours.
 

Employees may also buy a separate membership for occasions when they need a WeCar for personal business around Salem, which is great news for the people who carpool, use mass transit, walk or bike to work.
 
The new service may also provide opportunities for more carpooling or ridesharing into Salem. If two people need to be in Salem for the day but go in different directions for multiple meetings at various locations, they may still be able to share a ride into Salem and one person then takes a WeCar for where s/he needs to go. How often this
may work out is unknown, but every extra car kept off the highways reduces risk to employees and the public and can reduce costs. 
  
As demand for car-sharing grows, WeCar will add more cars. DAS Fleet will monitor use of assigned vehicles in the vicinity of the Yellow Lot and recommend repurposing little-used vehicles. The goal of the WeCar program is to accomplish state business with the most cost-effective and efficient vehicle resources.
 
Each state driver who wants to use a WeCar on agency business must sign up as a WeCar member. Employees must have the agency’s permission and a valid driver’s license. Agencies need to set up a direct billing account and WeCar will then bill the agency monthly for any driver activity. The vendor can set permissions within their system so the manager of the direct billing account approves each new member. WeCar can also capture Index or PCA codes to break down where the charges belong for an agency, much like the regular Enterprise bills.
