History of Document:
This information was originally formatted as the Hardship Permits RisKey - A Guide to Controlling Risk in October 1992. The RisKey was then revised in January 1995, July 1997, June 1999 and July 1999.
In March 2005 this RisKey was converted to a toolkit. In January 2006, the toolkit was modified to add a section on Ignition Interlock Devices (IID), reorganize the introduction page to the toolkit, reflect DOJ advice, as well as edits to other sections to reflect the new section. As this toolkit is revised, these dates will be noted in the appropriate sections.
