Acceptable License Summary
 
(Note: Applies to all types of vehicles on official state business.)

Minimum Driver Requirements
  • 18 years or older
  • Permission to drive
  • Qualified to drive
  • Subject to agency’s direction and control
  • Acceptable driver’s license
Acceptable License to Drive
  • Oregon residents must possess a Class C driver’s license.
  • Drivers of other states must possess an equivalent of an Oregon Class C license.
Acceptable License to Drive –
With Additional Approval 
  • International license – one period of no more than 90 days. (Other restrictions apply, please see OAR 125-155-0100 (3).)
  • Hardship or probationary permit - only valid with RMD approval. (See VIPP Toolkit, Special Driving Situations)
Not Acceptable License to Drive
  • Provisional Class C License (Person 16-17 years old can operate same vehicles as a Class C license.)
  • Class C Instruction Permit (Person at least 18 years old can operate any non-commercial vehicle, except motorcycle, when accompanied by person 21 years of age with valid license.)
  • Provisional Class C Instruction Permit (Same as Class C Instruction Permit except person is at least 15 years of age.)
  • Special Student Driver Permits and Emergency Driver Permits (Issued under very limited conditions to someone who is at least 14.)
  • Hardship or probationary permit. (Only valid for official state business with RMD approval. See VIPP Toolkit, Special Driving Situations.)
  • Class C License with restriction for anything other than corrective lenses.
 
Note: CDL requirements not discussed.
