Reciprocal law applies to all State procurement. Boilers must be able to burn Maryland coal. The term "preference" in reciprocal law has been substituted for the term "advantage" to take care of residency or other types of preference. Vendor need not claim preference. "Resident bidder" means a bidder whose principal office is located in the state.
