Sustainable Purchasing
Guiding Principles
The Sustainable Supplier Council makes recommendations to the Department of Administrative Services on purchasing policies, targets, and benchmarks as set forth in Executive Order 00-07. The Council agrees that following the guiding principles described in this document and values contained in the Executive Order during the deliberations of the Council and supporting Product Work Groups will contribute to more successful outcomes.

Process Principles:
  1. Decisions are most effective when reached through a collaborative consensus process. When consensus is not possible, a majority vote is an effective tool when coupled with the expression of a minority opinion.
  2. Members of the Council and Work Groups seek change towards sustainable sourcing consistent within the values of Executive Order 00-07 in the best interest of the state, while avoiding actions that would directly benefit either their firm or themselves.
  3. Diversity in representation and perspective is valued and promotes more effective recommendations.
  4. Innovation is valued and can lead to new solutions.
  5. Other valuable opportunities and issues outside the scope of this Council may arise during discussion. These opportunities and issues that have value will be identified and tracked for future consideration.
Outcome Principles:
  1. Generally, change to sustainable supply sourcing should be consistent with market capabilities rather than prescriptive government sourcing solutions.
  2. Sustainable supply sourcing solutions that are quick and easy are better.
  3. The State must be forward facing and position it’s self for sustainable supply sourcing solutions that may not be feasible today, but are likely to be achievable within three years.
  4. Mutual collaborative agreement within the market place on sustainable supply sourcing approaches is valued over one-sided approaches.
  5. Actionable recommendations must be permitted under statute and rule. Statutes and rules that present barriers to purchasing sustainable products and services should be identified and recommended for change.
  6. Networking with other groups that share similar interests is beneficial.
