(Director of the Oregon Health Licensing Agency)

$65,880 - $97,020 ANNUALLY


The state of Oregon has an exceptional opportunity for an experienced leader to serve as the Director of the Oregon Health Licensing Agency (OHLA). The OHLA mission is “to protect Oregon citizens from harm by setting, communicating and enforcing uniform regulatory standards for multiple health and related professions while promoting a positive business environment that puts Oregonians to work”.  The Director is appointed by and shall serve at the pleasure of the Department of Administrative Services Director.  This is a full-time, executive service position located in Salem, Oregon.  If you are hired, you will become part of the State’s Executive Service team.  
 

AGENCY OVERVIEW
 
The Oregon Health Licensing Agency (OHLA) is a state consumer protection agency overseeing regulation of multiple health and related professions. Regulatory efforts safeguard an estimated 3.5 million citizens who purchase services from professionals and businesses licensed by the Oregon Health Licensing Agency. OHLA protects Oregon consumers through enforcement of uniform professional, technical, intermediate care and infection control standards; adherence to universal precautions; and supervision of purchase agreements and contracts.
 
The Oregon Health Licensing Agency was established by the 1999 Legislature to bring uniformity and accountability to boards and advisory groups under its jurisdiction. The Agency is administered by the director who is solely responsible for the central agency operations – budget, enforcement, licensing, education, training and all business and administrative matters. As the result of legislative changes by the 2005 Legislature, the agency joined the Governor’s statewide regulatory streamlining efforts to make regulations simpler, faster and cheaper for Oregonians. These law changes further clarified the authority of the OHLA central agency and simplified the licensing process.
 
The Agency is organized to assure ongoing high quality service and consumer protection that provide specific points of performance and accountability. The Agency’s goal is to:
  • Provide training, education and outreach to Oregonians around consumer rights.
  • Provide outreach and training to stakeholders to improve compliance with public health and safety standards.
  • Promote high quality service outcomes.
  • Provide standardized business operations for use of human and fiscal services for licensing, enforcement and complaint resolution for professional boards.
  • Resolve disputes between consumers/professionals
  • Resolve disputes among regulatory entities regarding the scope of practice issues.
  • Establish partnerships with constituency, local and state governmental agencies, educators, organizations and other affected entities.
  • Encourage diverse opinions and perspectives.
 
The Agency plays a leading role in assuring Oregon has safe and healthy workplaces and that consumers receive fair and suitable treatment by regulated professionals and businesses. The central Agency maintains records for over 83,000 active licenses for approximately 36,000 individuals and businesses, and issues more than 30 types of licenses in 16 diverse professions and related businesses: athletic trainers, barbers, body piercers, denturists, direct entry midwives, electrologists, environmental health specialists, estheticians, hair designers, hearing aid specialists, nail technicians, permanent color technicians, respiratory care therapists, tattoo artists, waste water specialists, and nursing home administrators.  The diversity of regulatory activities and risk factors ranges from out of hospital home delivery to the safe use of one-use sterile needles in piercing and tattoo businesses. 
 
The Agency operating budget is over $6 million. Agency staff consists of 32 full time employees and oversees the activities of 30 investigative and test contractors. The central agency is funded by licensing and civil penalty fees from its license holders and receives no state general funds.

 
TO QUALIFY

  • Three years of public service executive leadership experience; In addition, your experience must include responsibility for each of the following:  
a) Development and implementation of program rules and policies;
b) Development and implementation of long- and short-range goals and plans;
c) Program evaluation; and
d) Budget preparation. 
Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.

  • Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies
  • Demonstrated ability to form collaborative and productive partnerships with a diverse set of stakeholders and staff
  • Demonstrated skill at consensus building and managing conflict

SCOPE OF THE POSITION
 
Under ORS 676.610, the Health Licensing Agency is under the supervision and control of the director, who provides overall guidance and direction for the agency. The Director has ultimate decision making authority and is responsible for the performance of the duties, functions and powers and for the organization of the agency, including accountability and outcomes by complying with state law and stewardship of the funds entrusted for Agency operations. This position provides overall vision and leadership for the Agency budget, legislative agenda, policy formulation, consumer protection, fee collection, mediation, complaint resolution and discipline. The director appoints all subordinate officers and employees to carry out the provisions of the law. This position directs activities that support a positive business environment and maintains a philosophy and direction that provides continuity to state regulatory services.
 
The Director has discretionary authority to:
  • Determine policy and program priorities.
  • Determine utilization of personnel, resources, information and facilities. 
  • Determine activities of boards licensing and regulatory practices in order to meet objective mandated by law.
  • Determine the goals and objectives for the Agency.
  • Determine business and administrative operations.
     
WORKING CONDITIONS
 
This position has significant financial affect on practitioners and small businesses operating in Oregon. The Director is the final decision maker, is required to exercise independent judgment and make numerous discretionary decisions for the benefit of Oregon consumers. The position has frequent long hours due to negotiations with legislative or Governor and/or Governor’s executive staff and resolves disciplinary disputes. There are frequent appearances before professional organizations. There is occasional local, regional and out of state and overnight and weekend travel.
