GENERAL INFORMATION
The Oregon Mortuary and Cemetery Board (OMCB)has an exceptional opportunity for an experienced leader to serve as their Boards Executive Director. The Executive Director is appointed by and reports directly to the eleven member OMCB Board. The Executive Director is responsible for the overall direction of the agency in supporting the Board and their mission. This is a permanent, full-time, executive service position and will serve at the pleasure of the Board. This position is located in Portland, Oregon. If you are hired, you will become part of the State’s Executive Service team.
AGENCY OVERVIEW
The mission of the Oregon Mortuary and Cemetery Board is to protect public health, safety and welfare by fairly and efficiently performing its licensing, inspection and enforcement duties; by promoting professional behavior and standards in all facets of the Oregon death care industry; and, by maintaining constructive relationships with licensees, those they serve and others with an interest in the Board's activities.
There are approximately 65,000 deaths in Oregon each biennium. The Board's programs affect those who have suffered a loss, those who make final arrangements and those who provide death care goods and services. It is the Board's responsibility to license and regulate the practice of individuals and facilities engaged in the care, preparation, processing, transportation and final disposition of human remains. The Board's licensees include funeral service practitioners, embalmers, apprentices, interns, preneed sales people, funeral establishments, immediate disposition companies, cemeteries and crematories.
In addition to serving as an information, education and technical assistance resource, the Board operates an apprentice program, administers license examinations, performs background checks, issues and renews licenses, conducts facility inspections, investigates complaints and imposes disciplinary action. The Board's principal activities are organized in three sections: 1) licensing and examination; 2) compliance; and, 3) administration. Each component has some responsibility for providing information, education and technical assistance. There are three major aspects to the Board's compliance program: 1) inspection; 2) complaint investigation; and, 3) background investigation.
TO QUALIFY

Six years of experience in supervision; or six years of experience in staff-technical or professional level work. In addition, your experience must have included at least two years of supervision and management of a program section, or unit which included:
a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; and
d) budget preparation.
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.

DESIRED ATTRIBUTES
The ideal candidate would possess the following desired attributes:
- Leadership experience with a Board, Commission, or public agency.
- Knowledge of death care industry regulation, administrative law and state agency administration.
- Three or more years experience supervising and managing staff.
- Skills and abilities to direct future program growth.
- Demonstrated ability to build and maintain working relationships with other state agencies and stakeholders.
- Experience making policy decisions, including the interpretation of statutes and rules, developing procedures, and long-range planning.
- Highly developed written and oral communication skills that reach diverse audiences.

SCOPE OF THE POSITION
As the Executive Director, the successful candidate will provide staff leadership to the Oregon Mortuary and Cemetery Board (OMCB). The Executive Director, as directed by the Board, will act as the senior executive, primary communicator to external constituencies, and strategic planner. The Executive Director will manage the activities of the Board's office and staff and to execute the Board's programs, projects, policies, directives and decisions consistent with the Board's mission, goals and objectives. The major responsibilities include but are not limited to the following:
- Develop and implement legislative proposals, administrative rules and policies to gain support from the Board, Legislators, Licensees and other interest groups.
- Determine, prioritize and reallocate staff and fiscal resources through budget preparation, presentations, and execution.
- Analyze pertinent issues, information and proposed policy to determine the impact on target populations and ensure the efficient, effective delivery of agency services.
- Direct and evaluate the Board’s programs and services through subordinate staff; review and analysis of reports and statistical data; establish and monitor administrative controls to ensure licensees’ compliance with and the equitable application of laws, rules, policies, and operating procedures.
- Recruit, interview, select, train, supervise, coach, and discipline Board staff.
- Develop, implement, and monitor administrative controls for budget, accounting, inventory, personnel, data processing and archival records to effectively and efficiently administer the operations of the Board and adhere to statewide policies, administrative rules, regulations and guidelines.
- Facilitate Board process in the development and evaluation of both long and short range goals; evaluate Board programs and make program recommendations to the Board, based on research and analysis of reports and other data. Ensure Board programs meet Board identified goals; make appropriate recommendations for change when programs are inconsistent with goals.
WORKING CONDITIONS
Occasional in-state and out-of-state travel for presentations and meetings. Confidentiality; communication skills to interact with the public, media, and liaison with professional organizations. May work irregular hours. Office environment.
