GENERAL INFORMATION

There are currently two positions with the Oregon Department of Energy, Conservation Services Division. These positions are located in Salem. One position will serve as the Business Energy Tax Credit (BETC) technical lead in Renewable technologies and the other will serve as the technical lead in Industrial Technologies.

The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.

This recruitment will be used to establish a list of qualified people. The list will be used to fill the current vacancies and may be used to fill other vacancies as they occur.

These positions are full-time but limited duration through June 30, 2009. These positions receive full fringe benefits. The State of Oregon provides an attractive, cafeteria-style benefit plan that includes employer contributions toward a variety of medical and dental plans covering employees and dependants, participation in the Oregon Public Service Retirement Plan (OPSRP), and a deferred compensation plan.

TO QUALIFY

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program OR
-
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Credits must be from an accredited college or university. To receive credit for degree and/or Trainee Program attach a copy of your transcripts or verification of completion of Trainee Program.

DESCRIPTION OF DUTIES
The primary purpose of these positions are to provide senior level research, technical review and analysis for the Business Energy Tax Credit (BETC) program serving as lead for certain specific technologies and projects. Major duties include:

Provide technical analysis to BETC program through review of complex applications and technologies. Evaluate data and make decisions in cases where rules are ambiguous and interpretation and modification is necessary.

Explain technical requirements, administrative rules, program policies and application procedures to a variety of interested parties including: businesses, consumers, vendors, utility staff, architects, engineers and other professionals.

Consult with customers, vendors, project managers and engineering consultants on completion of their applications explaining the methodologies for compliance with program specifications.

Analyze technologies and systems for cost-effectiveness to determine eligibility as a BETC program measure.

Conduct site visits and inspections. Determine quality of installation and conformance of technical projects to program specifications. Make recommendations for improvements when installations do not meet program requirements. Interact with energy project managers to determine BETC program effectiveness.

Take lead in reviewing industrial/renewable energy applications and review and analyze non-residential, commercial and multi-system and/or whole building systems as assigned. Make recommendations on policy, rules and program changes as necessary.

Serve as agency lead for Self-Direction program including managing and maintaining database and preparing reports, reviewing applications, and consulting with customers and technical experts.

Monitor and evaluate changes in the marketplace and modify or change existing program standards or rules. Analyze new technologies or products for eligibility under the program.

Serve as technical expert on studies to evaluate field data and energy savings. Make recommendations based on analysis of data.

Coordinate internal group of technical experts to evaluate eligibility of certain products, technologies or applications in the marketplace.

Recommend to department management needed changes in statute or administrative rules based on research and analyses of technologies.

Participate with other BETC team members in developing marketing strategies that target specific market sectors and technologies.

Prepare and make presentations to employers, professional associations, interest groups and local governments on BETC program and other department incentives.

Oversee development of case studies, fact sheets and consumer brochures for energy efficiency and BETC program.
WORKING CONDITIONS
Work is conducted in a typical office environment. May require occasional overnight travel and extended working hours. Occasionally required to climb ladders, enter crawl spaces, attics, mechanical equipment rooms and tunnels subject to unusual environmental and physical conditions.
