(OOG Policy Analyst)

$2,945 - $4,286 MONTHLY


GENERAL INFORMATION
 
This position is with the Oregon Student Assistance Commission in Eugene, Oregon.
 
The recruitment will be used to establish a list of qualified candidates to fill one position with the Oregon Student Assistance Commission in Eugene, Oregon.
 
Applicants will be subject to both a Computerized Criminal History and Driver and Motor Vehicle Services check as well as a thorough background investigation.  Adverse background data may be grounds for immediate disqualification.

TO QUALIFY

  • A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge;
 
      OR
  • Any combination of experience or education equivalent to three years technical-level experience that typically support the knowledge and skill requirements listed for the classification.
 
 
To receive credit for all required/related coursework, you must sumbmit a photocopy of your transcripts with your application.

DUTIES AND RESPONSIBILITIES
 
The purpose of this position is to gather and analyze information about students, colleges, and student financial aid programs and to assist with administration of the Oregon Opportunity Grant, the state’s largest need-based student assistance program.  The incumbent will also provide technical assistance and data to agency staff, to educational institutions in Oregon, to other State agencies, and to the general public. 
 
Specific duties pertain to OSAC’s Key Performance Measures (KPMs) for public and private scholarship and grant programs as well as outreach and access programs.  The incumbent will frequently represent OSAC and the OOG program in public settings ranging from the Legislature to professional organizations.
 
Some duties of the position are related to regular, ongoing projects, such as tracking the enrollment of students at Oregon colleges and the use of financial aid.  During Legislative sessions, the incumbent will assist with bill tracking and preparation of agency response to legislative proposals.  The incumbent will also be responsible for the design and execution of numerous short-term, nonrecurring studies and research projects.
  
Main duties of this position include, but are not limited to:
 
Program Administration
  • Collaborates with the OOG Program Administrator, the Policy Research Coordinator, and the Executive Director to analyze data used in developing OOG award parameters.
  • Manages the Professional Judgment process by interpreting policy to campus financial aid personnel and approving or rejecting requests, according to Commission policy.
  • Advises the Executive Director, OOG Steering Committee, Advisory Group, and program administrator on necessary revisions to awarding OOG methodology, policies, and procedures.
  • Develops and maintains agency fiscal projections for the OOG in cooperation with OOG Program Administrator, accounting and IT staff.
  • Responds to inquiries, complaints, and concerns regarding the OOG program from financial aid administrators, students, and other constituents.  Recommends changes indicated by these concerns.
  • Evaluates related student financial aid data and trends as basis for recommended changes to OOG awarding policies and procedures.
  • Assists with public relations efforts to promote OSAC programs in general and the OOG program specifically.
  • During legislative sessions, tracks bills proposed to the Legislature that are relevant to OSAC programs and operations; advises the Executive Director and Commissioners of appropriate actions.
 
Program Monitoring
  • Gathers and reports statistical data on Oregon postsecondary education, particularly state financial aid-related data and comparable national data, for use in program decision-making and recommendations to state policy-makers.
  • Gathers and maintains data for OSAC’s Key Performance Measures (KPMs) and annual progress report.
  • Maintains and reports OOG award exceptions made due to Professional Judgment process.
  • Prepares annual progress report for OSAC, regular reports for management and the Commission, ad hoc reports for external organizations and other state agencies as required.
  • Performs technical writing, e.g. reports based on data available from research of national and state databases.
  • Provides research advice and assistance to units within OSAC and to external entities, as requested.  Collaborates with OSAC Policy Research Coordinator, OOG Program Administrator, and Executive Director to formulate research project and design.
  • Conducts research on the potential impact of proposed changes in financial aid programs, funding and regulations on the Student Assistance Commission, Oregon students, and institutions.
 
Program Representation
  • Represents OSAC with external groups such as Legislative committees, the Governor’s staff, Oregon University System, Community Colleges and Workforce Development, Oregon Community College Association, Oregon Independent Colleges Association, Oregon Student Association, Oregon Association of Student Financial Aid Administrators, and other relevant professional organizations.
  • Plans and coordinates meetings of the OOG Steering Committee, a statutory body consisting of representatives from the Legislature and the Oregon higher education community.
 
  
WORKING CONDITIONS
Requires extensive communication in writing, by telephone, by e-mail, and in person to gather information, coordinate projects, and disseminate information. 
Requires performing time-sensitive functions within specified guidelines.
Requires ability to work on complex, technical, and analytical projects with frequent interruptions.
Requires advanced skills in several computer software programs.
