GENERAL INFORMATION
The Employment Relations Board (ERB) is currently recruiting for a permanent, full time, unrepresented Legal Secretary position located in Salem. This recruitment will be used to establish a list of qualified candidates and may be used to fill future vacancies as they occur.
The Employment Relations Board is a statutorily empowered quasi-judicial body changed with the adjudication and mediation of labor disputes arising out of collective bargaining and employer/employee relationships. The ERB acts as a “labor law appeals court” for the State of Oregon.
TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
- Two years of clerical/secretarial experience which included at least one year as a legal assistant or secretary for an attorney or judge or performance of legal support duties (such as preparing legal documents, maintaining legal records or researching legal information). Experience must include proficiency in word processing software.
- College coursework or training in Office Technology that included courses in legal terminology and legal office procedures may substitute for up to one year of the general clerical/secretarial experience (1 year = 40 quarter hours/30 semester hours).
- To receive credit for a degree or coursework in a related field, you must submit a photocopy of your transcripts.
DUTIES AND RESPONSIBILITIES
This position supports three Board members and the office administrator. Major duties include but are not limited to the following:
- Maintain and monitor the Board master calendar for hearings and various due dates. Proofread and edit content of Board Orders for consistency to the style established by the Board and the Oregon Appellate Court Style Manual, research and verify all case cites and quotations; and finalize Orders for signature.
- Review board case files; prepare Board files for expedited matters, cost and attorney fee cases. Set cases for expedited evidentiary hearing, closing argument, and/or oral argument; interpret ERB rules.
- Independently prepare and issue Notices of Hearing, Amended Notices of Hearing, Board Agendas, Notices and Certificates of Receipt, Certificates of Mailing, Affidavits, and other legal documents, as required. Coordinate with appellate courts and Dept. of Justice management regarding ERB cases on appeal.
- Assist the agency office administrator. This includes answering phones, reception duties, distributing mail, reporting office building and equipment repairs, processing invoices for payment, preparing invoices for services, preparing deposits, inputting data into tracking systems, purchasing, inventory, record storage and retrieval, and preparing correspondence and other documents as requested. Additional duties include handling payroll/timesheets and disbursement of agency keys; post information to website and respond to inquiries for assistance.
WORKING CONDITIONS
- Normal work environment with extensive use of a computer. Frequently deals with frustrated and sometimes hostile people on the telephone and periodically in person.
- Must maintain confidentiality with sensitive case information.
- Must be able to operate various computer programs, including WordPerfect and Microsoft products.
- Must be able to lift boxes of supplies and files to move from one location to another.
