GENERAL INFORMATION
This position is with the Oregon Real Estate Agency in Salem, Oregon.
The recruitment will be used to establish a list of qualified candidates to fill one position full time with the Oregon Real Estate Agency.
If you are hired, you will become part of the State’s management team.

TO QUALIFY
Your PD 100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
- Six years of progressively responsible experience that included the preparation, analysis and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.
- A Bachelor’s Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three year of the required experience.
- A graduate-level degree in any of the above areas may substitute of four of the six years.
To receive credit for all required/related coursework/degree, you must submit a photocopy of your transcripts with you application.
You must have a valid driver’s license and a good driving record. If not, you must be able to provide an acceptable alternate method of transportation.
DESIRED ATTRIBUTES
- Demonstrated skills in budget development and government accounting, including: Budget development, including experience entering budget information into ORBITS (Oregon Budget Information Tracking System).
- Experience responding to questions from and presenting information to the Legislative Fiscal Office or DAS Budget and Management.
- Experience managing accounting functions for an agency or division of an agency, including coding transactions and checking for propriety, balancing, and resolving discrepancies in computer edits.
- Experience in contracting and purchasing of services and supplies using ORPIN (Oregon Procurement Information Network) and following State of Oregon purchasing laws
DUTIES AND RESPONSIBILITIES
The purpose of this position is to provide budget preparation and execution for the Agency’s budget by preparing budget data and documentation, monitoring accounting functions, coordination of Agency payroll, contracting and purchasing activities.
Duties include by are not limited to:
- Prepares Agency budget, in cooperation with management, including agency goals, long-range and short-range program objectives, developing program option package's and the cost of the POP, developing information on funding projections, expenditure forecasts, preparing Agency budget using PICS and ORBITS, and assisting in responding to questions and requests for information from Department of Administrative Services (DAS) and Legislative Fiscal Office on budgetary matters and in budget presentation; provide all data input and compose narrative as directed by the Deputy Commissioner into the budget document; provide overall coordination of budget document preparation.
- Executes the budget by preparing spreadsheets, charts, and graphs showing agency financial status, monitoring expenditures against revenues, advising the Deputy of potential over-expenditures, and entering adjustments into ORBITS, and preparing allotment plans and Emergency Board requests.
- Coordinates agency accounting functions with Department of Administrative Services Financial Services section and ensures adherence to generally accepted accounting principles, administrative rules, and agency policies and procedures.
- Performs remittance processing and cashiering functions by ensuring that all moneys are properly entered into automated system and deposits are made daily.
- Authorizes invoice payments. Perform agency accounts receivable functions (e.g., recording, reporting, billing, collection, and reconciliation). Monitor accounts, reconcile revolving fund account and agency, treasury, and Department of Administrative Services reports.
- Prepares required monthly statewide financial and accounting reports and statements and presents them to the Deputy Commissioners with a detailed explanation of the agency's financial status. Meets all deadlines set for reporting and data input. Responsible for monitoring and compliance with the Agency Internal Operating Procedures for the Agency’s financial and accounting processes.
- Provides oversight of the Administrative Services Section, including development and monitoring of short- and long-range plans and goals, and development and implementation of Section procedures.

WORKING CONDITIONS
Normal office environment. Occasionally works long hours due to budget preparation, special projects, etc. Occasional overnight and weekend travel, both in and out of state, may be required for seminars or meetings offered by the Agency. Frequent sitting/typing at a computer terminal for extended periods. Attention to detail required in budgetary, accounting and personnel activities as errors can adversely impact Agency or its employees. Requires interacting with public, co-workers, legislature, other agencies, etc.
