GENERAL INFORMATION
 
This position is with the Department of Community Colleges and Workforce Development in Salem, Oregon.
 
The recruitment will be used to establish a list of qualified candidates to fill one position with the Department of Community Colleges and Workforce Development.
 
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Community Colleges and Workforce Development to apply for this position.

TO QUALIFY
 
Your PD 100 application form will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have:
 
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.  OR;
 
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
 
To receive credit for a degree or coursework in a related field, you must submit a photocopy of your transcripts with your application. 
 
You must have a valid driver’s license and a good driving record.  If not, you must be able to provide an acceptable alternate method of transportation.
 
 
DESIRED ATTRIBUTES
  • Knowledge of and experience working with Oregon’s Workforce and Education systems, including Audit Education.
  • Working knowledge of the National Career Readiness Certification Initiative.
 
 
DUTIES AND RESPONSIBILITIES
 
This position is a member of the Literacy and skills Development Systems Division and the Workforce Systems Division within the Department of Community Colleges and Workforce Development.
 
This position plans for and manages expansion of Oregon’s Career Readiness Certificate (CRC) programs statewide; designs and leads statewide program development to ensure success of Oregon’s CRC programs through development of cooperative agreements with partner agencies, regional governments, private sector businesses, workforce partners, schools, and community and faith-based organizations.
 
Duties include but are not limited to:
 
Project Management
  • Plan statewide expansion of Oregon’s Career Readiness Certificate (CRC) programs; identify long-range objectives, short-term operational goals, and develop operating plans in coordination with the CRC Steering Committee; develop cooperative agreements with partner agencies, including community colleges, high schools, Workforce Investment Act (WIA) Local Workforce Investment Boards (LWIB), private sector businesses, labor organizations, apprenticeship programs, and community and faith-based organizations; identify project scope, required training, and resources; develop and recommend budget projections and expenditure plan; identify potential risks and difficulties, and design strategies to mitigate or avoid them; collaborate with stakeholders and follow contracting guidelines to develop contractor statement of work; and obtain bids from contractor.
 
Policy Analysis
  • Develop, write, revise, and implement state and local policies and guidelines related to the Oregon CRC; contribute to research studies that evaluate Oregon’s CRC; advise CCWD management, legislators, the Governor’s Workforce And Education Policy Advisor, the statewide CRC Steering Committee, and partners on benefits of different policy options; evaluate statutes, legislative and executive intent, and operating procedures; research and maintain consistency with other states on the development of Oregon’s CRC; analyze policy proposals, and recommend agency action based on probable political and public reaction to changes in policy.
 
Coordination and Communication
  • Initiate, write, and coordinate legislative policy options; evaluate legislation affecting agency programs for fiscal and other programmatic impact; write suggested draft language for legislative bills; Oregon Administrative Rules (OARs); coordinate the writing or write reports outlining impact of legislative proposals on agency operations; monitor federal or state legislation, and evaluate for programmatic impact; plan needed changes in operations and procedures; testify before legislative committees; research and prepare background information on legislative proposals for use by CCWD management; recommend CCWD position; translate legislation into program goals, actions and service plans; recommend changes in legislation to bring about needed changes in program operations; initiate, write and disseminate CRC-related articles, press releases, and updates for CCWD management team and external partners.
 

WORKING CONDITIONS

This position works collaboratively in a team setting.  Team player skills are essential; these encompass a willingness to collaborate and openly share information that lead to the team’s success.  The person in this position must contribute to a positive, respectful, and productive work environment.  The person must demonstrate ethical standards, initiative, and independent judgment on an on-going basis.  The person in this position must demonstrate the ability and willingness to maintain confidentiality about agency business and correspondence.
 
This position requires occasional bending, kneeling, stooping, twisting, balancing, reaching, handling/grasping, pulling/pushing, lifting/carrying no more than 30 pounds for short periods while working with stock from materials, books, etc. Frequent sitting/typing at a terminal for long periods at a terminal when writing or revising materials required in the Division.  This position requires constant listening and speaking skills for interaction with the public, potential licensees, licensees, other state/local/federal/government agencies and other staff.  Attention to detail is required in writing, reviewing and revision of materials produced can adversely impact licensees, potential licensees and the public.
