$68,052 - $105,288 ANNUALLY

The Oregon Department of Administrative Services (DAS), Human Resource Services Division (HRSD) has an opportunity for an experienced human resource professional to serve as the State Classification/Compensation Manager.  The DAS mission is to “Lead the Pursuit of Excellence in State Government.”  This position will contribute to this mission by advancing statewide goals and policies related to employee compensation and classification for state employees in the Executive Branch (except OUS).  This is a full-time, management service position located in Salem, Oregon.  If hired, you will become part of the state’s management team. 
 
SCOPE OF THE POSITION
 
The Compensation/Classification Manager is responsible for the compensation and classification systems for approximately 36,000 employees in classified, unclassified, and management service positions.  The section performs its work by developing, monitoring and maintaining the statewide classification plan, valuing state jobs through salary surveys, job evaluation, position benchmarking, plan and system designs, and policy creation, interpretation and guidance.  This requires working with state agency management and HR staff, legislative staff and committees, other divisions and sections of the Department, the public and other governmental bodies.  The staff works closely with and supports the activities of the DAS Labor Relations Unit (LRU) in labor negotiations.  
 
WORKING CONDITIONS
 
Work is conducted in a general office environment with some travel to other state government office locations. Requires occasional late night and weekend work beyond the normal work week and may involve being placed in situations of conflict between unions and agencies, and interface of LRU and agencies.

TO QUALIFY
 
Your resume and cover letter will be reviewed to verify that you meet the minimum qualifications and desired attributes stated in this section.  To receive credit your resume and cover letter must clearly show that you have the following minimum qualifications:
 
Four years of management experience related to benefits administration, human resource administration, or human services administration in a public or private organization.  In addition, your experience must include responsibility for each of the following:
     a. development of program rules and policies,
     b. development of long- and short-range goals and plans,
     c. program evaluation, and
     d. budget preparation.
 
Graduate level courses in Business, Human Resources or a closely related field may be substituted for one year of the required experience.  Credit must be from an accredited college or university.  A photocopy of your transcripts must be submitted with your application materials to receive credit.
 
In the "Work History" section on your resume, you must clearly describe your experience in each of the a), b), c), d) areas listed above.  Failure to provide this information may result in eliminating your application from further consideration.
   
DESIRED ATTRIBUTES
  • Experience in the planning, development, implementation and maintenance of an organization’s total compensation and classification systems
  • Experience developing and managing a state budget
  • Experience that includes interaction with legislators and/or other public policy decision makers
  • Knowledge of human resources related information technology and systems
  • Experience providing leadership in human resource and labor relations laws, functions and requirements
