State Emerging Small Business Certification
Emerging Small Business certification is for small businesses seeking contracting opportunities on projects specifically designated for ESB participation. The ESB program is a race-and-gender-neutral program.
 
Program participation is restricted to Oregon-based firms with 20 or fewer employees whose average annual gross receipts over the last three years don´t exceed $1.5 million for construction firms and $600,000 for non-construction-related firms. An ESB must be a properly licensed, legally registered, and independently owned Oregon firm.
 
Instructions for completion of Application for Certification as an Emerging Small Business
OMWESB wants to make the application process as easy as possible. We have combined all the forms needed to complete your application into an ESB Certification Packet that is in two different formats for your convenience to choose from: a pdf. format that you can print out and complete, or a word fillable .doc that you can complete by typing in the information while on your computer and then print after you have completed it. The certification packet contains important information that will make filling out the application easier.

Page 1: Emerging Small Business (ESB) certification requirements
  • Refer to checklist which corresponds to your legal structure. It specifies the types of documentation to be submitted with the application.
  • Failure to provide all the documentation will slow the application process.
 
Pages 1-2: Checklists for Sole Proprietorship, Partnership, Corporation, and Limited Liability Company
 
Pages 3-6: Application for Certification as an Emerging Small Business. When completing this application be sure to answer all questions. If a question is not applicable to your firm, indicate "N/A."
 
Pages 7-8: Department of Transportation Commodity Codes
 
Pages 9-10: Standard Industrial Classification (SIC Code List)
  • Applications cannot be submitted electronically. You must print the application, answer all questions, and mail or bring your original application to OMWESB.
