Legislative news
The Office of Regulatory Streamlining is sponsoring or co-sponsoring a broad-based package of bills this session. Many are the small incremental improvements that will add up to an improved business climate while maintaining protections for the public, workers, consumers, and the environment. There are several umbrella-style bills such as HB 2095 that would eliminate the requirement for notarized sworn statements and thereby remove a barrier to implementing electronic licensing. HB 2179 would allow agencies to adapt to the development of new technology, better facilitating new product innovations while allowing outcome-based regulations to balance the needed public protections. Multi-agency projects
The Office of Regulatory Streamlining is sponsoring two multi-agency projects. PING members have been actively involved in supporting the agencies´ efforts through project management, facilitation, process improvement, design, and research.
 
The Small Retailer Consolidated Renewal Pilot Project is an effort to assess challenges and opportunities involved in consolidating renewals. Participants in the project are the Department of Agriculture (ODA), the Department of Environmental Quality (DEQ), and the Oregon Liquor Control Commission (OLCC).
 
Agency partners have included DAS, State Controllers Office, and Treasury. During the pilot, the agencies developed options for each step of their licensing/renewal processes that could serve as a roadmap for other licensing-consolidation efforts. Congratulations to ODA, DEQ, and OLCC for their hard work, commitment to continuous improvement, and dedication to excellent customer service.
 
The second project is a process-improvement project for the 404/401 Removal/Fill Permit, which involves the Division of State Lands (DSL), DEQ, Oregon Department of Fish and Wildlife (ODFW), Water Resources Board, Department of Land Conservation and Development (DLCD), State Marine Board, and the Department of Transportation (ODOT). Goals include reducing the cycle times for decisions and making conditions within individual Removal/Fill Permits more consistent.

Recent offerings
The PING learning sessions for early 2005 have focused on strategic and operational tools. In January, we learned more about the uses and facilitation of the SWOT analysis and environmental scan tools for strategic planning. In February, we explored the uses and facilitation of the force field analysis and cause-and-effect diagrams.

Coming attractions
The spring and summer learning sessions will offer opportunities for PING members to consult with experts and discuss approaches to group/organizational change efforts.

Research and data analysis
On Tuesday, April 12, Derek Reinke (DCBS) will present "Survey Best Practices" and tips for practitioners conducting survey-based research.
 
On Tuesday, May 12, Mary Cotter (ODOT) will present histogram and scattergram tools, and cover the uses of and practices for displaying data and representing research findings graphically.
 
The April and May meetings begin at noon in the Labor & Industries Building, Room F, which is in the basement.

On Tuesday, July 19, Donna Wimer, (Office of Secretary of State) will present "Project Management Principles." Learn and discuss the guidelines and principles for great project management.
 
On Tuesday, August 16, Laura Lesher, (Office of Regulatory Streamlining, DCBS) presents "Creative Problem-Solving Tools and Practices." Learn how to shift your thinking and practice using creative problem-solving tools.
 
The July and August meetings will be at noon, L&I Building, Room F (basement).

Acknowledgements
PING members continue to actively contribute to our state’s regulatory streamlining efforts. Many thanks to our recent presenters Brian Light (DCBS), DavidRay Walker (DHS), Jenny Carmichael (U of O), and Mary Cotter (ODOT), who have shared their expertise and led discussions that resulted in increased professionalism.
 
A special thanks to Donna Wimer, Office of Secretary of State, and Debbie Schaffer ODA, project managers extraordinaire! Their contributions to the Small Retailer Consolidated Renewal Project have kept the project organized, collaborative, and fun. (Even delivered ahead of schedule!) Thanks to PING members Paddy OBrien, (DHS), Dale Yost, Kim Charshaf, (ODOT), and Herbert Piekow (Revenue) for conducting customer-service interviews for the Small Retailer Consolidated Renewal Project. The results of their research will improve our ability to serve our customers.
 
Thanks to PING members for the leadership they’ve exhibited by offering to serve as presenters for the upcoming learning sessions, and thanks to the PING Leadership Group for its contributions to the success of the Governor's Regulatory Streamlining Initiative, PING, and the collective professional growth our membership.
